It has caused heavy casualties and property losses to the people, and the lesson is very profound. In order to further strengthen the work of safety production in confined space operations and effectively prevent and reduce such production safety accidents, it was decided to launch a "special publicity campaign on safety in confined space operations" during the National "Safety Production Month". Relevant matters are hereby notified as follows:
I. Objectives and Tasks
In-depth publicity and implementation of General Secretary Xi Jinping's important exposition on safety in production, in accordance with the spirit of General Secretary Xi Jinping's important instructions on "accidents in one factory, education in ten thousand factories, hidden dangers in one place and warnings throughout the country". Focusing on the theme of "everyone stresses safety and everyone meets emergency", we should deeply summarize and draw lessons from safety accidents in limited space operations in recent years, earnestly draw inferences from each other, and take safety publicity in limited space operations as an important topic of "Safety Production Month" activities. We will carry out targeted activities such as safety risk identification, hidden danger investigation and remediation, safety publicity, warning education and guidance services in confined space, effectively enhance the awareness of safety production responsibility of enterprises and self-protection of employees, promote relevant departments and units at all levels to consolidate safety production responsibility layer by layer, and resolutely curb the trend of safety accidents in confined space operations.
2. Main contents
(1) Publicity activities of "I know the potential safety risks of confined space operation" were carried out in an all-round way.
All regions, relevant departments and units should carry out a comprehensive investigation of limited space during the National "Safety Production Month" in conjunction with the 2023 action of special investigation and rectification of hidden dangers of major accidents. Emergency management departments at all levels should take the lead and take overall responsibility, and relevant functional departments should also divide their work according to their responsibilities, through in-depth research at the grass-roots level, questionnaires, access to information and other ways, familiarize themselves with the potential safety risks of limited space operations within their jurisdiction, and establish limited space safety management accounts respectively. For the effective information, we should release it to the society through all kinds of news media, so that the public is familiar with the potential risks around them. Safety supervision and supervision departments at all levels and competent departments of enterprises shall, in light of the characteristics of the industry, formulate targeted plans for the investigation of potential safety risks in confined space operations, and urge relevant enterprises to carry out a major investigation of potential safety risks in confined space operations during the "Safety Production Month". To urge enterprises to organize professional forces to carry out limited space identification and investigation of potential operational risks, and to issue post risk notification cards and safety operation cards to employees; Enterprises should be urged to mobilize all employees to learn the safety knowledge and operation rules of limited space operation, actively search for potential safety risks around them from all aspects of work, technology and process, and consciously achieve "I know the potential safety risks of limited space operation".
(2) Vigorously carry out safety guidance and service activities for confined space operations.
All regions, relevant departments and units should actively promote relevant enterprises and units to learn relevant safety production laws and regulations through special training, on-site observation, enterprise visits and expert guidance services, strengthen the safety management of confined space operations, and strictly implement the examination and approval of confined space operations, condition confirmation and whole-process monitoring. Targeted assistance measures should be taken to urge and guide key enterprises in limited space, especially private and small and micro enterprises with weak safety foundation, to establish and improve the safety management system for limited space operations, to formulate on-site disposal plans for emergency rescue of accidents in limited space operations, and to organize regular drills to improve the safety awareness of all employees. Carry out special training for supervisors, operation approvers, operators and emergency rescue personnel on safety knowledge and skills of confined space operation, and strengthen the publicity and implementation of the procedure of "first ventilation, then detection, then operation" in confined space. It is necessary to strengthen law enforcement and inspection, and strictly punish those who fail to identify the limited space and fail to take effective risk control measures according to law; for those who have hidden dangers of major accidents or lead to accidents, it is necessary to impose "double penalties for one case" on enterprises and their main responsible persons according to law, so as to urge enterprises to strictly implement the safety responsibility for limited space operations.
(3) Carefully carry out safety publicity and warning education activities for confined space operations.
All regions, relevant departments and units should organize and carry out colorful and popular safety publicity activities for limited space operations at important time points of "Safety Production Month" activities such as "Safety Publicity and Consultation Day" and "Public Open Day" for safety production, and mobilize the masses to consciously search for potential safety hazards in limited space around them. Safety supervision and supervision departments at all levels and competent departments of enterprises should popularize safety knowledge of limited space in an all-round way by writing reports, producing programs, carrying out activities and warning education, and actively push it to the media. We should give full play to the role of publicity, network communication and other departments, organize and coordinate the mainstream media, industry media and their new media, and actively carry out publicity on basic knowledge of limited space, operation rules, risk identification and scientific rescue in the "Safety Production Month" activity column and special topic. All enterprises and institutions should carry out safety publicity activities for confined space operations, provide professional training for all employees, and vigorously publicize safety regulations and safety knowledge for confined space operations by means of factory newspapers, closed-circuit television, blackboard newspapers, workshop exhibition boards and other forms, so that employees can imperceptibly enhance safety awareness and master safety knowledge. We should give full play to the role of media supervision and social supervision, focus on publicizing safety production reporting channels and incentive mechanisms, mobilize all social forces to report potential safety hazards and violations of laws and regulations in limited space operations, and vigorously expose negative typical cases through the media. During the special publicity campaign, the official website (www.anquanyue.org.cn) of the National "Safety Production Month" campaign will launch posters and popular science videos for all units to download and widely promote the campaign.
3. All regions, departments and units concerned are required
to strengthen the organization and leadership of the "special publicity activities on the safety of confined space operations", clarify the division of responsibility units, responsible persons and key tasks, formulate a strict and detailed work programme, and vigorously implement the work. We should strengthen the coordination and linkage of all relevant departments and units, and do a good job of close cooperation and full cooperation. We should seize the key minority of the principal responsible persons of enterprises and urge the implementation of the responsibility of "the first responsible person" for the safety of limited space. Leading cadres at all levels, especially leading cadres, should go deep into grass-roots enterprises, institutions and social units, go deep into the broad masses of the people, extensively mobilize employees and the public to participate, conscientiously explain safety laws and regulations for confined space operations, publicize and popularize safety knowledge for confined space operations, and constantly push the "Safety Production Month" activities currently being carried out to a climax.
"Safety Production Month" is not only a month of publicity and mobilization, but also a month of tackling key problems.
