On June 12, the Development and Reform Commission of Yunnan Province announced the review opinions on the energy-saving report of Qujing Longji Silicon Material Co., Ltd. on the annual production of 10g W monocrystalline silicon rods and slices in Qujing (change), and agreed in principle with the energy-saving report of the project.
The original text is as follows:
I. The energy conservation report of the project is approved in principle.
II. Construction Content and Scale of the Project: The construction content of the project includes the monocrystalline workshop equipped with monocrystalline furnace, slicing workshop, graphite machining workshop, complex building, chemical warehouse/hazardous waste warehouse, argon recycling station, 220kV substation, non-motorized vehicle shed and pool, sewage treatment station, guard room, shift dormitory and other supporting facilities. The production scale is 10g/W monocrystalline silicon rods and slices per year. The comprehensive energy consumption of
the project is 17 tons of standard coal 121161 (equivalent value) and 67 tons of standard coal 303392 (equivalent value). The comprehensive power consumption per unit product of monocrystalline silicon rods is 27.22 kWh/kg, and the comprehensive power consumption per unit product of monocrystalline silicon wafers is 138,800 kWh/million pieces. The water consumption of monocrystalline silicon wafers is 1281.67 tons/million pieces, and the energy consumption per unit of industrial added value is 1.
III. On the basis of implementing various measures in the energy-saving report, the project construction unit shall strictly implement the relevant requirements and suggestions put forward in the project review opinions.
(1) We should further optimize the energy use process, select high-efficiency energy-saving equipment, and effectively strengthen energy-saving management.
(2) According to the Requirements and Guidelines for the Use of Energy Management System (GB/T23331), we should improve and perfect the energy supervision and management system, strictly equip energy measuring instruments according to the General Principles for the Equipping and Management of Energy Measuring Instruments in Energy-using Units (GB17167) and other standards and norms, and establish a three-level energy measurement management system. An online monitoring system for enterprise energy consumption has been built to realize data docking with provincial platforms.
(3) Construction shall be carried out in strict accordance with the energy-saving measures proposed in the project energy-saving report. After the completion of the project construction, an application for energy-saving acceptance shall be submitted in time. If the energy-saving review opinions are not implemented, the project shall not pass the acceptance and shall not be put into production or use.
(4) Other requirements shall be implemented according to the project evaluation opinions.
4. If the construction site, construction content, construction scale and energy efficiency level of the project have changed significantly, or the actual annual comprehensive energy consumption exceeds the level of energy conservation review and approval by 10% or more, the project construction unit shall submit an application for change to the original energy conservation review authority.
5. The Qujing Development and Reform Commission is requested to effectively supervise and inspect the design, construction, completion, acceptance and operation management of the project in strict accordance with the present review opinions and the energy-saving report of the project, and to timely report on the implementation of the present review opinions and major matters related to the project. In accordance with the Measures for Energy Conservation Supervision (Decree No.33 of 2016 of the National Development and Reform Commission), energy conservation supervision is carried out on the implementation of the project energy conservation review opinions.
6. The project has a significant impact on the completion of the "14th Five-Year Plan" energy consumption control target in Qujing City. Qujing Municipal Development and Reform Commission shall report to the Municipal People's Government, strictly implement the energy-saving target responsibility system, scientifically and reasonably put forward solutions to the new energy consumption of the project, strengthen energy management, improve energy efficiency, and ensure the completion of the local energy consumption dual-control target task.
7. This review opinion shall be valid within 2 years from the date of issuance. If the project fails to start construction within the time limit or the completion time exceeds the expected completion time in the energy conservation report for more than 2 years, the energy conservation review shall be re-conducted.
