However, with the economic recovery, the market demand for sand and gravel is increasing, and the price of sand and gravel is soaring. Driven by huge profits, ships carrying sand and gravel transportation tasks may take risks to carry out illegal transportation, illegal sand and gravel barge operations and other illegal activities. Strengthening the verification of the legal proof of the source of sand and gravel for sand carriers has become an important means to curb illegal sand mining. Jianli City,
Hubei Province, is located in the southern section of Jianghan Plain and the north of Dongting Lake. The total length of the Yangtze River waters under the jurisdiction of the city is 143.95 kilometers. It belongs to the waters at the junction of six counties and cities in Hunan and Hubei provinces. There are frequent exchanges of sand and gravel mining vessels between the two provinces. Among them, most of the sand and gravel mined in the licensed mining area of Dongting Lake in Hunan Province are reprinted in the anchorage waters of Baisheng Sandstone Company in Jianli City. In order to strengthen the management of sand and gravel barging and ensure the proper source of each grain of sand and gravel, according to the requirements of the Notice of the Ministry of Water Resources and the Ministry of Transport on the Implementation of the Management System of River Sand and Gravel Mining and Transportation (Shuihe Lake [2023] 5). The Yangtze River Commission organized the Water Resources Department of Hubei Province, the Water Resources Department of Hunan Province and the Changhang Public Security Bureau to visit Jianli Baisheng Sandstone Company for many times for field investigation and consultation, and decided to take Jianli City as a pilot project for the management of electronic transit orders in accordance with the principle of territorial management. Subsequently, under the guidance of the Yangtze River Commission, the Department of Water Resources of Hubei Province organized the development of an information platform for electronic barging orders. Through preliminary research and development, testing and on-site practice, the first electronic barging order for river sand and gravel in the Yangtze River Basin was finally issued by Baisheng Sandstone Company of Jianli City on June 9, which marked the full implementation of the electronic barging system in Jianli City. In the future, Jianli Municipal Bureau of Water Resources and Lakes will continue to improve the application program of electronic transit list under the strong support and guidance of the Yangtze River Commission and the Provincial Department of Water Resources, and then incorporate the function of electronic transit list into the platform of electronic mining and transportation management list system to dynamically supervise the whole process of sand and gravel mining, transportation and sales in real time, so as to realize that every grain of sand and gravel has an ID card and can be traced back to the source.
