It is understood that the main construction content of the project is to rebuild the existing equipment and facilities, and add two sets of ball mills with a diameter of 3.8 meters and a length of 13 meters, supporting roller presses and double closed-circuit cement grinding systems, forming a cement grinding project with an annual output of 2 million tons.

. We have received the Environmental Impact Report of Guangde Shiyou Jianfeng Cement Grinding Reconstruction Project (hereinafter referred to as the Report). The Report Form has been reviewed by experts and published on the government website, and no feedback has been received within the prescribed time. After study, the reply to the Report Form is as follows:
I. This project is located at the original factory site of Fengqiao Community, Baidian Town, Guangde City. The Project has obtained the Project Record Form of Guangde Municipal Development and Reform Commission (Project Code: 2020- 341822-59-03-016189). The main construction contents of the project are as follows: on the basis of the existing equipment and facilities, two sets of ball mills with a diameter of 3.8 meters and a length of 13 meters are added, and the supporting roller press and double closed-circuit cement grinding system are provided. A cement grinding project with an annual output of 2 million tons will be formed, and the existing project with an annual output of 1 million tons of cement preparation products will no longer be produced. Our Bureau agrees in principle with the overall conclusion of the environmental impact assessment in the Report Form and the pollution prevention and control measures to be taken.
2. During the period of project construction and management, the following work should be focused on:
(1) Strictly implement air pollution prevention and control measures. In strict accordance with the requirements of the Report Form, all kinds of organized waste gases should be effectively collected and treated to ensure stable discharge up to the standard. The project shall strengthen the daily management of the plant area, strictly implement waste gas collection measures, ensure the collection and treatment efficiency of various pollution prevention and control facilities, minimize waste gas emissions, and ensure that the concentration of unorganized waste gas emissions at the plant boundary meets the corresponding unorganized emission limits.
According to the conclusion requirements of the Report Form, an environmental protection distance of 100 meters shall be set for the project, and no new sensitive buildings such as residents and schools shall be built within the environmental protection distance of the project.
(Two) strictly implement water pollution prevention and control measures. According to the requirements of the Report Form, the "rain and sewage diversion" measures are implemented in the plant area. The water for vehicle washing shall be recycled after sedimentation, and shall not be discharged; the cooling water for the project shall be recycled, and shall be discharged regularly as the water for spraying and dust suppression in the plant area, and shall not be discharged; the project relies on the original staff, and no new domestic sewage will be added.
(3) Strictly implement measures for classified disposal and comprehensive utilization of solid waste. According to the relevant regulations, the solid waste of the project is classified and disposed of, so as to achieve "resource utilization, reduction and harmlessness". The temporary storage site for hazardous wastes of the Project shall be constructed in accordance with the Standard for Pollution Control on Hazardous Waste Storage (GB18597-2023).
(Four) strictly implement noise pollution prevention and control measures. Low-noise equipment shall be selected, equipment maintenance shall be strengthened, and measures such as vibration reduction and plant sound insulation shall be taken according to the requirements of the Report Form, so as to ensure that the noise at the plant boundary shall comply with the standard limit requirements of Class 2 area in the Emission Standard for Environmental Noise at Boundary of Industrial Enterprises (GB12348-2008).
(Five) strengthen environmental risk prevention measures. According to the requirements of the Report Form, do a good job in the anti-corrosion and anti-seepage work of the hazardous waste temporary storage room and other areas, prevent groundwater pollution, and implement various environmental risk prevention measures in the plant area.
(6) Strictly implement the total amount control system. The new pollutant emission index is smoke (dust): 6.118 tons/year.
(7) Implementing environmental monitoring measures. The Project shall be monitored in accordance with the environmental monitoring factors, monitoring frequency and monitoring plan specified in the Report Form.
(8) In the process of engineering construction and production, a smooth platform for public participation should be established to meet the reasonable environmental protection requirements of the public, regularly release environmental information of enterprises, and actively accept social supervision.
3. Strictly enforce the pollutant discharge permit system. A construction project shall apply for a pollutant discharge permit before the actual discharge of pollutants occurs. If a construction project discharges pollutants without a permit or does not discharge pollutants according to the permit, your unit shall not issue a qualified opinion on the acceptance of environmental protection facilities in accordance with the relevant provisions of the acceptance conditions of environmental protection facilities.
4. The project construction shall strictly implement the "three simultaneous" system of environmental protection in which environmental protection facilities and main projects are designed, constructed and put into use at the same time, and shall independently organize the environmental protection acceptance of completed projects in accordance with relevant provisions. Within five working days after the expiration of the publicity period of the acceptance report, the project construction shall be registered in the national environmental protection acceptance of completed projects. Fill in the basic information of construction projects, acceptance of environmental protection facilities and other relevant information.
5. If the nature, scale, location, production process or measures to prevent pollution and ecological damage of the construction project have changed significantly, your unit shall re-submit the environmental impact assessment documents of the construction project for approval.
