(2) Subsidy objects and standards.
1. Steel, copper and cement enterprises in the list of the top 500 industrial enterprises in the region will increase production scheduling and increase capacity utilization in the fourth quarter. The energy consumption level per unit product of the declared enterprise must meet the requirements of the national mandatory energy consumption quota standard, and reach the benchmark level in the Benchmarking Level and Benchmarking Level of Energy Efficiency in Key Areas of High Energy-consuming Industries (2021 edition). Among them, the energy consumption level of enterprises in the cement industry must reach the benchmark level in the Benchmark Level and Benchmark Level of Energy Efficiency in Key Areas of High Energy-consuming Industries (2021 Edition). The declaration objects of the iron and steel industry are limited to the enterprises that have stopped production and semi-stopped production. All declared enterprises must promise that the reward funds they receive are limited to the upgrading and transformation of energy-saving and carbon-reducing equipment and the application of technology.

If the output value in the fourth quarter of 2022 increases by 10% -20% (excluding 20%, the same below) compared with that in the third quarter of 2022, the total reward amount shall not exceed 50 million yuan according to the increment of the output value in the fourth quarter of 2022 compared with that in the third quarter of 2022.

1. Declare step by step in a bottom-up manner;
2. Enterprises that meet the requirements for voluntary application shall provide relevant supporting materials and statements of authenticity of the materials, and promise that the reward and subsidy funds obtained shall only be used for the upgrading and transformation of energy-saving and carbon-reducing equipment and the application of technology, and shall be compiled into a book with the official seal of the enterprise and submitted to the local industry and information department;
3. The industrial and information departments of cities and counties (cities and districts) shall guide enterprises to provide materials that meet the requirements of reward and subsidy standards;
4. The industrial and information departments of cities and counties (cities and districts) shall review and publicize the materials provided by enterprises, and form a reward and subsidy declaration scheme for each city and submit it to the Department of Industry and Information Technology of the Autonomous Region;

2. Rewards and subsidies
for speeding up the production of electrolytic aluminium enterprises (1) Policy basis. Article 3 of

(2) Subsidy objects and standards.
1. Electrolytic aluminum enterprises that have been shut down due to the impact of the epidemic or energy-saving technological transformation since 2022 have realized the increase of production capacity in the fourth quarter. The energy consumption level per unit product must meet the requirements of the national mandatory energy consumption quota standard and reach the benchmark level in the Benchmarking Level and Benchmarking Level of Energy Efficiency in Key Areas of High Energy Consumption Industries (2021 Edition).
2. At the end of the fourth quarter of 2022, if the capacity utilization rate increases by 15% -20% compared to the end of the third quarter of 2022, a reward of 2 million yuan will be given; if the capacity utilization rate increases by 20% -30% compared to the third quarter of 2022, a reward of 3 million yuan will be given; if the capacity utilization rate increases by more than 30% compared to the third quarter of 2022, a reward of 5 million yuan will be given. 3. Other matters
(1) The Department of Industry and Information Technology of the Autonomous Region shall take the lead in approving the award and subsidy schemes of the municipalities by the Finance Department of the Autonomous Region.
(2) All districts and municipalities are requested to do a good job in policy publicity and organization, arrange special personnel to be responsible for the work, strictly check and verify the declaration conditions, ensure the accuracy of enterprise declaration information, and ensure that there are no problems such as data calculation errors, data filling errors and omissions; Ensure that the reward and subsidy work is fair, fair and open, and set up accounts for the materials provided by enterprises for spot checks.
(3) Enterprises shall be responsible for the accuracy and authenticity of the materials provided, and if there is any fraud, they shall be disqualified from declaring, and shall be included in the record of dishonesty of the Guangxi Public Credit Information Platform, and shall be held accountable accordingly.
