On October 11, China Nengjian issued a tender announcement for centralized procurement of photovoltaic modules in 2023. The total amount of this centralized procurement bidding is estimated to be 15GW ! The project is mainly distributed in various construction sites in China.
The tender announcement shows that the tender is divided into eight bidding sections . The types of bidding components are P-type 182mm/210mm monocrystalline components and N-type 182mm/210mm monocrystalline components. Potential bidders can bid for a certain bid section or all bid sections.
This tender will determine the successful supplier of China Nengjian's 2023-2024 photovoltaic module centralized procurement framework, and the joint-stock company will sign a framework agreement with the successful supplier, which is valid for one year . China Energy Construction (Shanghai) Complete Engineering Co., Ltd. signed a procurement contract with the winning supplier in accordance with the framework agreement. The
qualification requirements of the bidder are as follows:
1. The bidder shall be a photovoltaic module manufacturer registered within the territory of the People's Republic of China with the qualification of an independent legal person enterprise and have the qualification of a general taxpayer (a scanned copy of the business license shall be attached);
2. Performance requirements :
bid 001, 002, 005, 006: The sales performance of monocrystalline silicon P-type PV modules in recent three years (from September 1, 2020 to August 31, 2023) is not less than 5,000 MW . (Sales performance of at least 20 monocrystalline silicon P-type PV modules of 100MW and above in 005 and 006) (supporting materials: the first page of the contract, the display capacity page, the scanned copy of the valid signature page and the acceptance report of PV modules);
Bid 003, 004, 007, 008: the sales performance of monocrystalline silicon N-type PV modules in recent three years (from September 1, 2020 to August 31, 2023) is not less than 500 MW (supporting materials: the first page of the contract, the display capacity page, Scanned copy of valid signature page and PV module acceptance report);
3. The bidder shall provide valid GB/T19001 or ISO9001 quality management system certificate, GB/T24001 or ISO14001 environmental management system certificate issued by the national or international certification body covering the subject matter. GB/T45001 or ISO45001 Occupational Health and Safety Management System Certificate (a screenshot of the national certification and accreditation information public service platform to check the validity of the certificate is required);
4. The bidder must provide the certification certificates of the bidding products: VDE, TUV, CGC and CQC, and at least provide the certification of one of the above four items;
5. The bidder is not listed in the blacklist of group-level suppliers of China Energy Engineering Co., Ltd. (Subject to the blacklist of the electronic procurement platform of China Energy Engineering Co., Ltd. on the date of bid opening);
6. The bidder is not prohibited from bidding by the Law of the People's Republic of China on Tendering and Bidding and the Regulations for the Implementation of the Law of the People's Republic of China on Tendering and Bidding;
The above requirements must be met by the bidder at the same time. All qualification documents provided must be true and valid, and consistent with the subject of the bidder. If annual inspection is required, please ensure that the documents provided have passed the annual inspection. Consortium bidding and agent bidding are not accepted for
