On February 20, the Sichuan Expressway Project Investment Promotion Conference was held in Chengdu. A total of 36 expressway projects from Chongqing via Xuyong to Junlian (Luzhou Section), Leshan to Yingjing, 6 ordinary highway projects, 5 water transport projects and 12 hub station operation projects were launched, with a total investment of more than 880 billion yuan in 59 projects. Luo Jiaming, Secretary of the Party Leadership Group of the Department of Transportation of Sichuan Province, introduced the promotion of the project. The leaders of five municipal and state governments, including Chengdu and Liangshan, introduced the local expressway project. The leaders of four enterprises, including China Railway and China Jiaotong Construction, made speeches. At the meeting, the signing ceremony of Chengdu-Chongqing expansion investment package (Chengdu-Chongqing expansion, Suining-Chongqing expansion, Dazhu-Dianjiang), Zigong-Yongchuan, Luzhou-Gulin projects was held. The heads of 61 central enterprises, state-owned enterprises and private enterprises both inside and outside the province, including China Railway Construction Corporation and Shudao Group, and the heads of 11 banks including the Sichuan Branch of the State Development Bank and the Sichuan Branch of the Agricultural Bank of China attended the meeting.
At present, Sichuan's transportation development is ushering in a new round of "golden window period" to accelerate its development, and it is time to invest in Sichuan's transportation. This promotion meeting focuses on 36 expressway projects planned to be implemented in 2023-2025, covering 21 cities (prefectures) in the province. According to the expressway network planning of Sichuan Province from 2022 to 2035, the total mileage of expressways in the province has reached 20,000 kilometers. At present, 9,179 kilometers have been completed, 3,593 kilometers are under construction, and more than 7,000 kilometers are to be built. The total scale and the scale to be built are in the forefront of the country. During the 14th Five-Year Plan period, Sichuan will focus on the expansion of corridors in poverty-stricken areas such as Chengdu-Chongqing Shuangcheng Economic Circle, ethnic minority areas and old revolutionary areas, and busy sections of important corridors, and plan to start construction of more than 2500 kilometers of new expressways in accordance with the idea of "speeding up the construction of a batch, starting a new batch and reserving a batch", with an investment of more than 500 billion yuan in five years. By 2025, the mileage of expressways in the province will exceed 12000 kilometers, and the mileage of completed and under construction will exceed 15000 kilometers.
For a long time, Sichuan Transportation has been optimizing its business environment, striving to build an open highland, adhering to the concept of "promoting development through opening up", introducing market players to participate in highway construction through market-oriented way, and sharing the fruits of Sichuan's development. Up to now, Sichuan has successfully invested 83 expressway projects with a total mileage of 8062 kilometers, introduced 11394 100 million yuan of social investment, introduced 52 state-owned and private enterprises, and the degree of openness and the scale of investment are in the forefront of the country, forming a successful experience of "multiple subjects, multiple ways and multiple initiatives" to promote expressway construction. In September
last year, the Sichuan Provincial Government issued two important documents, namely, Several Policies for Supporting the Accelerated Construction of Expressways and Interim Measures for the Investment Management of Expressway Projects in Sichuan Province, which provided a guarantee for the accelerated construction and standardized management of expressways in Sichuan Province from the aspects of preliminary work, investment and financing, construction guarantee, toll examination and approval, incentives, rewards and punishments, etc. According to the general idea of "improving income to promote investment and guaranteeing factors to promote construction", Sichuan has optimized the conditions for project investment on the basis of conforming to the existing laws and regulations.
It is understood that Sichuan Expressway plans to successfully attract investment this year to ensure the realization of 600 kilometers and strive for more than 1000 kilometers, laying a solid foundation for promoting the construction of the project as soon as possible and supporting the sustained high-level operation of transportation investment.
