From the beginning of 2019 to August 2020, Qi Dengwu took advantage of his position as Director of Panzhihua West District Development and Reform Bureau, Director of Finance Bureau and Deputy Director of Municipal Finance Bureau to cooperate with Luo Nanhai, then General Manager of Xiding Investment Co., Ltd. in Panzhihua West District, and Huang Min, then Secretary of the Party Group and Director of the West District Housing and Construction Bureau. Qi Dengwu, Luo Nanhai and Huang Min received cash from others totaling more than 4 million yuan, 3 million yuan and 800000 yuan respectively by disclosing the information of bidding documents in advance, "tailor-made" bidding conditions and auditing "water release" to seek benefits for others in project bidding and project fund allocation. Three of them also had other serious violations of discipline and law, and were expelled from Party membership and public office, and their suspected crimes were transferred to the procuratorial organs for examination and prosecution according to law.
2. Zhang Jianwei, former secretary and director of the Party Committee of the Housing and Urban-Rural Construction Bureau of Guang'an District, Guang'an City, intervened in project bidding and accepted bribes in violation of regulations. From the beginning of 2020 to November 2022, Zhang Jianwei took advantage of his position as secretary and director of the Party Group of Guang'an District Ecological Environment Bureau, secretary and director of the Party Committee of the District Housing and Construction Bureau to operate in a dark box in the bidding of some ecological environment and residential construction projects implemented in the district, designated bidding agencies in violation of regulations, and helped others to undertake projects in violation of regulations. He also provided assistance in the allocation of project funds and received or demanded property from others amounting to more than 3 million yuan. Zhang Jianwei also had other serious violations of discipline and law, and was expelled from Party membership and public office, and his suspected crimes were transferred to the procuratorial organs for examination and prosecution according to law.
3. Guo Xudong, former Deputy Secretary of the Party Committee, director and general manager of Mianyang Science and Technology City Development Investment (Group) Co., Ltd., intervened in project bidding and accepted bribes in violation of regulations. From the second half of 2016 to 2022, Guo Xudong, taking advantage of his position as Deputy Secretary, director and general manager of the Party Committee of Mianyang Science and Technology City Development Investment (Group) Co., Ltd., helped others to undertake a comprehensive project smoothly by disclosing project information in advance and instructing his subordinate Pumou (another case) to "tailor" bidding conditions. And provide assistance in the allocation of project funds. Afterwards, according to the agreement between the two sides, Guo Xudong received a total of more than 14 million yuan in "thank-you fees" from others. Guo Xudong also had other serious violations of discipline and law, was expelled from the party, the labor contract relationship was terminated, and his suspected crimes were transferred to the procuratorial organs for examination and prosecution according to law.
4. Ran Hongquan, former deputy director of the Housing and Urban-Rural Construction Bureau of Liangshan Prefecture, intervened in project bidding and accepted bribes in violation of regulations. From January 2016 to February 2022, Ran Hongquan took advantage of his position as deputy mayor of Xichang City and deputy director of Liangshan Housing and Construction Bureau to seek benefits for others by disclosing undisclosed project bidding information, agreeing to set up bidding documents that exclude potential bidders, and providing assistance in the allocation of project funds. The total amount of property received from others is more than 340 million yuan. Ran Hongquan also had other serious violations of discipline and law, and was dismissed from public office, and his suspected crimes were transferred to the procuratorial organs for examination and prosecution according to law.
5. Jiang Haiping, Tang Jun and Ruan Wenbin, former Party Secretary and Director of Wanyuan Development and Reform Bureau, accepted bribes in project bidding and other work. From January 2018 to June 2020, Jiang Haiping and Tang Jun took advantage of their positions as Party Secretary and Director of Wanyuan Development and Reform Bureau to help others obtain the right of bidding agency for engineering projects and contract engineering projects in violation of regulations, and provided assistance in the allocation of project funds, receiving cash from others totaling more than 3 million yuan and 1.6 million yuan respectively. Jiang Haiping and Tang Jun also had other serious violations of discipline and law, and were expelled from Party membership and public office, and their suspected crimes were transferred to the procuratorial organs for examination and prosecution according to law. During the period of systematic governance in the field of bidding, Ruan Wenbin (who served as secretary and director of the Party Group of Wanyuan Development and Reform Bureau from June 2020 to October 2021) voluntarily surrendered, and in April 2022, he explained to the organization the problem of receiving cash from bidding practitioners, and voluntarily handed over the illegal gains. Ruan Wenbin was expelled from the party and removed from office.
