Recently, the Department of Industry and Information Technology of Guangxi Autonomous Region and the Department of Finance of Guangxi Autonomous Region issued the Notice on Organizing and Declaring Policy Support Funds for Industrial Speeding up and Increasing Efficiency, in which the Notice expressed support for cement products to open up markets outside the region.
1. Scope of support. Guangxi cement clinker production enterprises that sell cement products (including clinker , the same below) to the market outside the region by water transport
through Changzhou Shiplock and Beibu Gulf Port.
2. Reward and compensation standards.
(1) Subsidies for water transport through Cheung Chau Lock. It consists of two parts:
one is to subsidize the cost of passing through the lock: to give full subsidies to the cost of passing through the lock for the transportation of cement products through Changzhou Lock.
The second is the incremental transportation logistics subsidy: in any month from September to December 2023, a logistics subsidy of 5 yuan/ton will be given to enterprises for the incremental part of cement products going down through Changzhou Lock (based on the monthly average from April to August 2023). Among them, if there is no ring-to-ring base, the increment shall be calculated according to the average of the ring-to-ring base of the transport volume of other declared enterprises. Each enterprise enjoys a maximum subsidy of 1 million yuan
per month.
(2) Subsidies for sea transportation via Beibu Gulf Port. From September to December
2023, a logistics subsidy of 5 yuan/ton will be given to the incremental part of cement products transported and sold outside the region by enterprises through Beibu Gulf Port (based on the monthly average from April to August 2023). Among them, if there is no ring-to-ring base, the increment shall be calculated according to the average of the ring-to-ring base of the transport volume of other declared enterprises. Each enterprise enjoys a maximum shipping subsidy of 1 million yuan
per month.
