By the end of September, all structural works and equipment installation will be completed, and by the end of October, equipment commissioning will be completed and trial operation conditions will be met. It is understood that the project is a key project in Hainan Province in 2023, adopting EPC + O mode, invested by Sanya City Investment Zhonghui New Building Materials Co., Ltd., and constructed, developed and operated by a consortium composed of China Communications Tianhang South Company and China Electric Power Construction East China Institute, with a total investment of 2.784 billion yuan. On December 4,
2020, Sanya Chengtou Zhonghui New Building Materials Co., Ltd. won the mining right of the mine with 1.61 billion yuan. The mine is located in Yacheng Town, 16 kilometers away from Yazhou Science and Technology City, 23 kilometers away from Sanya New Airport and 56 kilometers away from the urban area. The mining area is about 1410 mu, with reserves of 45.78 million cubic meters (about 120 million tons), design capacity of 9.9 million tons per year, and transfer period of 20 years. In September
2021, the consortium of China Power Construction Group East China Survey and Design Institute Co., Ltd. and CCCC Tianhang Southern Transportation Construction Co., Ltd. won the bid for EPC + O general contracting of the project. The overall development period of the project is planned to be 13 years. The winning contract includes a construction period of 270 calendar days and a 5-year operation period. The mining volume during the 5-year operation period is estimated to be 18.8931 million cubic meters (about 49.5 million tons). According to the construction process,
the mine is divided into five stages: plant construction, mining, stone processing, stone storage and transportation, and pit closure repair. Plant construction includes aggregate processing system, screening workshop, finished product warehouse, corridor, living area, office area, road and greening, etc. The mine is excavated from top to bottom and step by step, advancing from the first mining area to the third mining area. The whole process of stone processing is carried out in the closed steel structure workshop, which can realize the reduction and harmless discharge of noise, dust and sewage. Automatic control system is used to monitor the production data in the
processing process, so as to realize the intelligent control of output, product grain type, gradation and stone powder content. It also integrates processing automatic control system, slope monitoring system, dust monitoring system and automatic metering and loading system to build a large data center for cloud computing, forming an intelligent control platform based on 5G technology application, and realizing all-weather data, intelligence and visualization of the whole process of mining operation.
In addition, the project is committed to setting up a model for domestic mineral resources development and creating a green, intelligent and digital mine. With the goal of creating high-quality structural engineering for construction in Hainan Province, "Green Island Cup" project in Hainan Province (provincial high-quality project), and striving for the National Quality Engineering Award and Luban Award, the mine strives to build a safe, civilized and standardized construction site in Sanya City. Mining and reclamation at the same time have achieved 100% control rate of geological disasters, 100% control rate of mine environment and 100% reclamation rate of land. After the completion of the project, it will carry out garden restoration, build a recreational country park and a popular science education base, and eventually build a comprehensive demonstration area of deep integration of industry and ecological civilization.
