Promote the establishment and improvement of the industrial product quality and safety management system of "hidden danger investigation-risk remediation-standardized development", strictly prevent quality and safety accidents, and serve the overall situation of economic and social development.
2. Main tasks
(1) Highlighting the key points of supervision.

(2) Compacting the main responsibility of enterprises.

To promote the implementation of the main responsibility of industrial product quality and safety by production and sales units, to guide and urge production and sales enterprises to establish and improve the quality and safety management system, to strengthen the responsibility of the first responsible person of the principal responsible person of the enterprise, to equip quality and safety management personnel, and to establish and improve the working mechanism of daily control, weekly investigation and monthly dispatch. Effectively prevent and resolve quality and safety risks.
2. Organize enterprises within the jurisdiction to carry out self-inspection and self-correction of potential risks of product quality and safety. Production enterprises carry out self-inspection focusing on raw material purchase inspection, process control and factory inspection. Sales enterprises carry out self-inspection focusing on unknown sales sources, inconsistent consistency and poor quality products. To urge enterprises to refine the investigation items, establish a list of accounts, implement precise control and timely rectification of the problems found, ensure "true rectification" and "rectification in place", and keep rectification records. For the major quality and safety risks found by self-examination, enterprises are urged to report and actively resolve them.
(3) Strengthen the responsibility of regulatory authorities.
1. Conduct on-site investigation and inspection of production and sales units around key products, key objects and key issues. For enterprises with production license, the inspection shall focus on whether the key quality control points such as key raw materials, production process and factory inspection are in place, and whether the production site, production equipment and inspection equipment meet the requirements; for other types of production units, the inspection shall focus on product consistency and standard compliance. For sales units, we should focus on checking the establishment and implementation of the purchase acceptance system and the sales account system, as well as the sales of products from unknown sources and counterfeit and inferior products.
2. Focus on problem-prone and high-risk areas, and build a scientific, efficient and accurate quality and safety risk monitoring mechanism. We will improve the risk information collection network and focus on discovering and feeding back information on potential risks from daily supervision, such as spot checks, production licenses, certification supervision, law enforcement, defect recalls, complaints and reports, and public opinion events, so as to achieve dynamic monitoring. To formulate early warning response and disposal plans for risk discovery, to grasp early and small risks, to achieve early warning and disposal of quality and safety risks, and to prevent small risks from becoming major hidden dangers.
3. Strengthen supervision and spot checks in the field of circulation, network sales and rural markets, strengthen regional coordination of unqualified products found in spot checks, and implement two-way tracing of production and circulation of quality and safety responsibilities. Special on-site inspections shall be organized for enterprises that fail to pass two or more supervision spot checks within two years. Enterprises with serious quality and safety problems should be interviewed to urge them to correct the problems in time and eliminate hidden dangers. Market supervision departments should organize supervision and spot checks to deal with the results of "looking back", and urge reminders, interviews and notifications if the disposal work is not effective and the progress is backward.
4. Enterprises with quality and safety problems should be timely incorporated into the national enterprise credit information publicity system. Enterprises with serious violations of the law, such as unlicensed production, counterfeit and inferior products, and fake and genuine products, should be included in the list of serious violations of the law and dishonesty in market supervision in accordance with the law and regulations. For illegal enterprises that implement the management of production license and compulsory product certification, the issuing unit shall revoke their relevant certificates according to law. Those suspected of constituting a crime should be transferred to judicial organs in a timely manner. We should organize and publish typical cases and strengthen the deterrent effect.
5. Focus on key regions, key industries, key products and key issues, organize technical assistance for product quality, and help enterprises improve product quality and eliminate potential quality and safety risks through "itinerant consultation", "quality consultation" and "quality training". Establish and improve the long-term working mechanism of quality and technical assistance, strengthen the follow-up in the later stage, and ensure the effectiveness of the assistance.
6. Continue to promote the revision of national standards for key industrial products. According to the implementation of mandatory standards for key products and existing problems, a list of product standards that need to be improved is put forward. Organize technical institutions and industry associations to strengthen the publicity and training of relevant compulsory national standards; encourage industries and enterprises to formulate group standards and enterprise standards higher than national standards and industry standards, and guide enterprises to produce according to standards and improve product quality and safety level.
7. Strengthen the supervision and inspection of products listed in the compulsory product certification catalogue among key products.In the field of production, focus on checking whether all ex-factory products are certified and marked with CCC, and whether the information marked on the product label is consistent with the content of the CCC certificate; in the field of circulation, focus on checking whether the CCC certificate of the products sold is valid; Investigate and punish illegal acts listed in the compulsory product certification management catalogue according to law, such as leaving the factory, selling or using in other business activities without certification, as well as forging, falsely using, buying and selling certification marks or certification certificates.
3. Safeguard measures
(1) Strengthen organizational leadership. Local market supervision departments at all levels should attach great importance to the establishment of special work classes, refine key inspection items, refine and decompose tasks layer by layer, and consolidate territorial supervision responsibility, industry management responsibility and corporate responsibility. The completion of relevant work will be included in the quality assessment of the State Council and the construction of safe China and other important evaluation indicators.
(2) Strengthen wisdom empowerment. It is necessary to use the "product inspection" small program to collect and report the basic situation of investigation and management in a timely manner. The General Administration of Market Supervision has intensified its integration efforts, unified follow-up, dynamic scheduling and real-time sharing according to the data collection and reporting situation in various places.
(3) Strengthen emergency response. (4) Clear schedule. We should grasp the progress of work and promote the special action of investigation and management in a solid and orderly manner. By the end of August this year, we will complete the investigation of hidden dangers, and timely dispose of the hidden dangers found in on-site investigation and supervision spot checks, and dynamically clear the sales numbers; by the end of October, we will complete the special work of quality and safety investigation and management of key industrial products. For key issues, key industries and key regions, we should timely carry out "looking back" and "repeated checks" to further rectify and improve them.
