Recently, the Beijing Municipal Bureau of Ecology and Environment issued a notice on the second paid bidding for the issuance of carbon emission quotas in 2022.
The announcement shows that according to the relevant provisions of the Beijing Measures for the Management of Carbon Emission Trading (Trial Implementation) and the requirements of the Notice of the Beijing Municipal Bureau of Ecology and Environment on the Management of Carbon Emission Units and the Pilot Work of Carbon Emission Trading in 2023, the second paid bidding for the issuance of carbon emission quotas in 2022 will be carried out. The quantity of carbon emission quotas issued in this paid bidding is 500,000 tons, and the specific price is calculated and announced by Beijing Green Exchange Co., Ltd. The bidding time is 9: 30-10: 00 on October 24, 2023.
According to the Beijing Green Exchange, the bidding base price is 125.34 yuan/ton. The price is 1.05 times the weighted average price of the city's carbon emission quotas traded publicly on all trading days from April 19, 2023 to September 28, 2023. The full text of

In accordance with the relevant provisions of the Measures for the Administration of Carbon Emission Trading in Beijing (Trial) (Jing Zheng Fa [2014] No.14) and the Notice of the Beijing Municipal Bureau of Ecology and Environment on the Management of Carbon Emission Units and the Pilot Work of Carbon Emission Trading in Beijing in 2023 (Jing Huan Fa [2023] 5. No.), after study, it is decided to carry out the second paid bidding for the issuance of carbon emission quotas in 2022. The specific matters are hereby announced as follows:
I. The bidding time
is from 9:30 to 10:00 on October 24, 2023.
2. The total amount
of carbon emission quotas issued in this paid bidding is 500,000 tons.
3. The bidding method
is organized by Beijing Green Exchange Co., Ltd. through the Beijing Carbon Emission Rights Electronic Trading Platform.
4. Participants are eligible
to issue key carbon emission units whose quotas are less than approved carbon emissions free of charge in 2022, and participants must have completed relevant work such as opening accounts for transactions.
5. The number of paid quotas that
a single eligible participant may apply for bidding shall not exceed 15% of the total amount of the paid allocation quota.
6. Bidding base price and transaction
This paid bidding is issued in the form of single-round bidding. The bidding base price is 1.05 times the weighted average price of the city's carbon emission quotas traded publicly on all trading days from April 19, 2023 to September 28, 2023. The specific price is calculated and announced by Beijing Green Exchange Co., Ltd. The quotation of
participants shall not be lower than base price of bidding, and the transaction shall be concluded in accordance with the principle of price priority and time priority at the end of the declaration time, and the lowest declaration price within the total amount of issuance shall be taken as the unified final transaction price.
7. Other matters
1. The purpose of this paid bidding for the issuance of carbon emission quotas is to support the annual quota clearance of key emission units in 2022. The validity period of the quota obtained by the participants in the bidding is up to the deadline specified in the Notice of the Beijing Municipal Bureau of Ecology and Environment on the Management of Carbon Emission Units and the Pilot Work of Carbon Emission Trading in 2023 (JHF [2023] 5).
2. The revenue from this paid bidding shall be paid to the state treasury in accordance with the regulations.
3. The specific matters of this paid bidding will be released separately by Beijing Green Exchange Co., Ltd. Notice
