According to the action arrangement of Wuhan Waterway Detachment to crack down on illegal loading and unloading of sand and gravel on water, at 6 P. M. on June 14, Jin Wensheng, Secretary of the Party Committee and head of the detachment, led five law enforcement officers from the comprehensive department, the fourth, fifth and seventh brigades, starting from the wharf of Shuangchang Lane Maritime Rescue Center on the Hanjiang River. Law enforcement boats conducted unannounced inspections of sand and gravel loading and unloading in the Yangtze River waters of Hanyang District, Jingkai District (Hannan District), Jiangxia District and Hongshan District, which were carried out by means of water surface observation and boarding inspection. At 8
P. m., when the law enforcement boat arrived at Ping'e Coal Wharf in Jingkai District, it was found that the wharf had the behavior of loading and unloading sand and gravel. The law enforcement boat immediately leaned on the bang, and the law enforcement officers boarded the ship for inspection. The inspection found that the operation certificates of two ships, Jinghai 308 and Yuyang 568, loaded with sand and gravel, were valid, the procedures for reporting to the port were complete, and the sand and gravel loaded had legal sand mining and transportation certificates. Ship pollutant transshipment and shore power use are compliant, but Ping'e Coal Terminal has no qualification for loading and unloading sand and gravel. Law enforcement officers have collected evidence of on-site loading and unloading behavior and will hand it over to the Economic Development Zone for processing. At 10 o'clock in the evening, when the law enforcement boat cruised to Changli Glass Wharf in Jingkai District, it was found that a ship suspected of loading sand and gravel was docked. After inspection, it was confirmed that it was quartz sand, the raw material for glass processing. No sand and gravel loading and unloading behavior was found in Jiangxia and Hongshan waters.
