Recently, the Guangdong Development and Reform Commission issued the Notice of Guangdong Energy Bureau of Guangdong Development and Reform Commission on Issuing Several Measures to Promote the Development of New Energy Storage Power Stations in Guangdong Province.
The circular pointed out that new energy generation should be promoted to build new energy storage. According to the principle of classified implementation, the newly planned offshore wind power projects after 2022 and the newly grid-connected centralized photovoltaic power stations and onshore centralized wind power projects after July 1, 2023 will be equipped with new energy storage according to not less than 10% of the installed capacity of power generation and 1 hour of time. The allocation capacity of new energy storage shall be adjusted subsequently according to the requirements of relevant safety and stability standards of the power system and the actual grid-connected scale of new energy; the existing new energy power generation projects shall be encouraged to allocate new energy storage according to the above principles. Energy storage configuration can be implemented by means of crowdsourcing (cluster sharing), leasing or project self-construction, among which the first way is implemented by the organizational layout of the city where the project is located. The commissioning time of the new energy storage power station should not be later than first grid-connected time of the project body, and in principle, it should not be allocated across cities. By 2025, the province's new energy power generation projects will be equipped with new energy storage power stations with a scale of more than 1 million kilowatts, reaching more than 2 million kilowatts by 2027, and reaching more than 3 million kilowatts by the end of the 15th Five-Year Plan.
We will vigorously encourage the development of user-side energy storage, accelerate the allocation of new energy storage power stations for distributed new energy sources and microgrids, and promote the development of integrated energy services for cold, heat, electricity and storage in industrial parks and commercial buildings.
Explore the creation of "wind and solar storage" micro-grid. In areas rich in renewable energy resources such as islands and mountainous areas, combined with the development of wind power and photovoltaic power generation, new energy storage is allocated on demand, and the development mode of "new energy + energy storage" is implemented to build a distributed "wind and solar storage" smart micro-grid in islands and rural areas.
Establish an incentive mechanism. to Promote the Development of New Energy Storage Power Stations Root According to the requirements of the Guiding Opinions on Promoting the High-quality Development of New Energy Storage Industry in Guangdong Province (Guangdong Government Office [2023] 4), in order to promote the large-scale and orderly development of new energy storage power stations in our province and help build the new energy storage industry into a strategic pillar industry in our province, the following measures are formulated.
1. Expanding diversified applications
(1) Promoting new energy generation and building new energy storage. (4) Vigorously encourage the development of energy storage on the user side. Power users with large power consumption and high requirements for power supply reliability and power quality, such as precision manufacturing, communications and finance, are equipped with new energy storage power stations on demand. We will accelerate the allocation of new energy storage power stations for distributed new energy sources and microgrids, and promote the development of integrated energy services for cold, heat, electricity and storage in industrial parks and commercial buildings. (5) Actively promote the construction of virtual power plants. Promote the application of new energy storage power stations and industrial controllable equipment load, charging and switching facilities, distributed photovoltaic and other resources aggregation, configure "intelligent measurement terminal + multi-core smart meter", complete independent measurement and intelligent control, and carry out virtual power plant pilot projects in Guangzhou, Shenzhen and other places. Relying on the construction of strong local power grids in the whole province, the power grids of "110 kilovolt indoor station + 110 kilovolt cable + new energy storage" and "new energy storage + 10 kilovolt cable line + guaranteed users" are planned and constructed in the central areas of 7 cities and 26 counties in the coastal strong wind areas. For the government, hospitals and other important power users, a new type of safe and reliable mobile or fixed energy storage power station will be built as emergency standby power supply. We will carry out the pilot project of "integration of source, network, load and storage", and carry out the pilot demonstration of "integration, multi-use and time-sharing reuse" of energy storage power stations. Promote the pilot demonstration of sodium-ion batteries, solid-state lithium-ion batteries and flow batteries, as well as new energy storage power stations such as compressed air and flywheel energy storage. 2. Strengthen policy support
(10) Encourage demonstration and application of advanced products. Energy storage manufacturing enterprises in the province are encouraged to strengthen technological innovation, promote advanced product manufacturing and promote industrial agglomeration. To strengthen product quality sampling inspection and life cycle quality supervision of manufacturing enterprises, energy storage manufacturing enterprises should strengthen the main responsibility of product quality management to ensure the production of high-quality and reliable products. Timely release of advanced and high-quality product standards and specifications to guide energy storage power station projects to select advanced, high-quality and reliable products. If the products used in user-side energy storage projects are found to conform to the standards and specifications of advanced and high-quality products, the electricity consumption of energy storage facilities shall be measured separately, and the electricity price shall be implemented in accordance with the provincial cold storage electricity price policy. (11) Improving the market price mechanism. According to the relevant provisions of the state, if an independent energy storage power station transmits electricity to the power grid, its corresponding charging capacity shall not bear the transmission and distribution price, government funds and additional charges. According to the actual situation of power supply and demand, the peak-valley price difference is dynamically adjusted, and the upper and lower limits of the medium and long-term market and spot market prices are reasonably set. (12) Strengthening factor guarantee. For new energy storage power stations listed in the annual plan and occupying land independently, priority should be given to project land use according to public facilities. Explore the use of decommissioned thermal power units, existing plant sites, power transmission and transformation facilities to build new energy storage power stations. Simplify and optimize the planning and site selection procedures for the construction of new energy storage power stations in existing sites. Priority should be given to ensuring the land use planning indicators of new energy storage power stations, and cities should optimize the requirements of volume ratio and greening rate of land use indicators of new energy storage power stations under the conditions of meeting industry standards.For new energy storage power station projects that need to go through the procedures of environmental assessment and approval, a green channel for environmental assessment and approval shall be opened; for those that meet the requirements and do not need environmental assessment and approval, they shall not be included in the environmental assessment management according to the law and regulations. 3. Improving the operation and dispatching mechanism
(15) Promoting the participation of new energy storage in the power market. According to the Implementation Plan for New Energy Storage Participating in Power Market Transactions in Guangdong Province, independent energy storage power stations can participate in medium and long-term, spot and ancillary service market transactions as independent subjects; energy storage power stations on the power supply side and joint power generation enterprises can participate in the electric energy market and ancillary service market as a whole; User-side energy storage power stations and power users participate in the electric energy market and demand response market as a whole. Support virtual power plants to participate in market-oriented demand response transactions and ancillary services markets. (16) Optimizing the dispatching operation mechanism. Establish and improve the market-oriented dispatching and operation mechanism of new energy storage power stations, formulate dispatching and operation rules and dispatching standards of new energy storage power stations by power dispatching agencies, and scientifically dispatch new energy storage power stations. The new energy storage power station is included in the management of grid-connected main body according to the relevant regulatory requirements of the Southern Regulatory Bureau of the State Energy Administration. The new energy storage power station should be equipped with secondary systems such as monitoring system and communication information in a standardized way, upload operation information to the power dispatching organization according to the procedure, receive dispatching instructions, and realize the measurability of operation data and the controllability of energy storage status. IV. Standardizing Project Construction Management
(17) Standardizing Project Management. The new energy storage power station project is subject to territorial record management. According to the provincial planning of new energy storage power stations, the municipal energy authorities, together with the municipal departments of natural resources, ecological environment, housing, urban and rural construction, fire protection and other power grid enterprises, will Co ordinate and determine the demand for new energy storage construction in their territories, as well as the conditions of project technology, land use, safety and grid-connected, and formulate the annual construction of new energy storage power stations. Revise the plan in a timely and rolling manner according to the changes in the situation. (18) Optimizing grid-connected access. For new energy storage power stations that have been put on record and incorporated into the annual construction plan, their supporting access to power grid projects shall be regarded as incorporated into the provincial power grid planning. Power grid enterprises should provide grid access services for new energy storage power stations, improve the construction management process of supporting grid connection projects, and ensure that the construction progress of grid connection projects matches that of new energy storage power stations. After negotiation between the power grid enterprise and the new energy storage power station unit, the new energy storage power station project unit shall be allowed to invest in the construction of supporting grid connection projects; the power grid enterprise shall simplify the grid connection process, provide grid connection service guidance and management specifications, and provide grid connection commissioning and acceptance services. (19) Improving the quality of project construction. The design, construction, installation, completion acceptance and operation of the new energy storage power station shall be carried out in strict accordance with the relevant national and industrial standards. The design, construction and supervision units of the power station shall have corresponding qualifications. Before the new energy storage power station is put into operation, the completion acceptance shall be organized and the project quality supervision procedures shall be handled in accordance with the relevant national regulations. Medium and large energy storage power stations should select batteries with mature technology and high safety performance, and carefully select power batteries for cascade utilization. Power grid enterprises should improve the access rules for grid-connected new energy storage power stations and strengthen the technical standards for equipment quality of energy storage power stations. (20) Strengthen the supervision of production safety. New energy storage power station project units should implement the main responsibility of enterprise safety production and fire safety in accordance with the relevant provisions of the state, carry out technical supervision of electric power, do a good job in product sampling inspection and life cycle supervision of energy storage facilities, formulate rules for operation and maintenance of power stations, and regularly carry out equipment operation and maintenance and battery system health status. Strengthen staff professional skills training and assessment, establish and improve fire safety responsibility system and fire safety management system, regularly carry out fire inspection, fire patrol and fire equipment inspection according to law, improve fire control organizations such as mini-fire stations, compile contingency plan and conduct regular drills. (21) Standardizing project exit management. 5. Strengthen coordination and guarantee
(22) Strengthen organizational leadership. All localities and relevant departments should strengthen leadership over the construction of new energy storage power stations. The Provincial Development and Reform Commission, the Energy Bureau, the Southern Regulatory Bureau of the State Energy Administration and the relevant units of the province actively use the national and provincial new energy storage data platforms to regularly track and evaluate the construction progress of new energy storage pilot projects, strengthen the operation and management of energy storage construction, and guide the healthy development of new energy storage power stations. (23) Strengthen coordinated supervision. Local governments should implement territorial management responsibilities, strengthen the supervision of new energy storage construction and operation safety, and urge project units to strictly implement the requirements of the Notice of the General Department of the State Energy Administration on Strengthening the Safety Management of Electrochemical Energy Storage Power Stations (Guoneng Zongtong Safety [2022] 37). When implementing the new energy storage power station project filing, local energy authorities should issue a notice of safety management and quality control of power projects at the same time, and clarify the relevant responsibilities and obligations of the project. Explore the construction of "wind and solar storage" micro-grid, combined with the development of wind power and photovoltaic power generation, configure new energy storage on demand, and build island and rural distributed "wind and solar storage" smart micro-grid. We will vigorously promote the pilot demonstration of new energy storage technology innovation. We will build a new energy storage manufacturing innovation center in the province, and accelerate the construction of industry-university-research collaborative demonstration bases and large-scale demonstration bases. We will strengthen financial support, support the use of policy-oriented development financial instruments and incorporate them into the scope of green financial support, and encourage municipalities to give financial support in light of actual conditions. Establish an incentive mechanism to give priority to new energy power generation enterprises that implement the requirements of energy storage power station allocation in terms of competitive allocation of wind and solar resources, project approval, project grid connection, dispatching and operation, and compensation assessment of power ancillary services; and provide appropriate support in the implementation of demand response according to the proportion of energy storage capacity allocated by users.
Third, improve the operation and dispatch mechanism. Adhering to the operation of market mechanism, two measures are put forward in terms of market system and dispatching operation: promoting the participation of new energy storage in the electricity market and implementing the Implementation Plan of Guangdong Province's New Energy Storage in the Electricity Market. Fourth, standardize project construction management. In view of project filing, construction, grid connection and other aspects, five measures are put forward: standardizing project management, implementing project filing management, and formulating annual construction plans for each city. To optimize grid-connected access and improve the construction management process of supporting grid-connected projects, power grid enterprises should simplify the grid-connected process, provide grid-connected service guidelines and management norms, and do a good job in grid-connected commissioning and acceptance services. Improve the quality of project construction, and carry out the design, construction, installation, completion acceptance and operation of power plants in strict accordance with the requirements of relevant national and industrial standards. Strengthen safety production supervision, implement the main responsibility of enterprise safety production and fire safety, do a good job in the whole life cycle supervision of product facilities, regularly carry out equipment operation and maintenance, system health status assessment, network-related performance testing, establish and improve fire safety responsibility system and fire safety management system, and implement various fire control requirements and measures. Standardize the project exit management. When the project reaches the design life or the safe operation condition does not meet the relevant technical requirements, the project should be decommissioned in time.
