We will actively promote the application of a number of energy-saving and carbon-reducing technologies with advanced level, good economy and urgent need in the market, promote the technological upgrading of major products in the industrial manufacturing industry, improve the energy efficiency level of products, and actively implement the national energy efficiency "leader" action. Focusing

Improve the level of low-carbon production technology, Promote the application of technologies and equipment such as waste heat power generation of cement clinker rotary kiln, transformation of high-efficiency grate cooler, multi-channel burner technology with large thrust and low primary air volume, energy-saving technology of integrated modular kiln lining, high-efficiency low-resistance preheater system with staged combustion, high-efficiency energy-saving grinding equipment, carbon dioxide capture and utilization, etc. Improve the level of intelligent production, accelerate the promotion of mechanized replacement and automated reduction, equipment inspection and maintenance, on-line monitoring and testing and other advanced technology applications, improve product quality and energy efficiency. We will encourage the use of electrified equipment, use renewable resources such as wind energy and photovoltaics according to local conditions, and optimize the energy consumption structure. To meet the needs of major projects such as new infrastructure, high-end equipment, new urbanization, transportation and water conservancy, we should speed up the upgrading of traditional materials and strengthen the certification and application of green building materials. By 2025, the proportion of cement clinker above the benchmark level of energy efficiency will reach 30%. By 2030, the substitution level of raw materials and fuels will be greatly improved, and a number of green low-carbon production lines with synergistic effects of pollution reduction and carbon reduction will be transformed and constructed in cement, glass, ceramics and other industries, so as to realize the industrialization demonstration of carbon capture and utilization technology in kilns.
Effectively utilize the national carbon emission trading market, encourage enterprises in key industries to actively participate in carbon emission trading, and improve their awareness and ability of carbon asset management.
