In order to thoroughly implement the spirit of the Central Economic Work Conference and maintain policy continuity, stability and pertinence, the joint inter-ministerial meeting on reducing the cost of enterprises in the real economy in 2023 will focus on organizing and implementing 22 tasks in 8 aspects.
First, the overall requirements
are guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th National Congress of the Communist Party of China, adhere to the general tone of steady and progressive work, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, and strive to promote high-quality development. We will better coordinate epidemic prevention and control with economic and social development, vigorously promote the reduction of the cost of enterprises in the real economy, support the relief and development of business entities, and help improve the overall economic operation. We should adhere to the combination of comprehensive promotion and highlighting key points, the combination of institutional arrangements and phased measures, the combination of reducing explicit costs and reducing implicit costs, and the combination of cost reduction and burden reduction with transformation and upgrading, so as to ensure the effectiveness of various cost reduction measures and effectively boost market confidence.
2. Enhancing the accuracy and pertinence
of preferential tax and fee policies (1) Improving preferential tax and fee policies. By the end of 2023, small-scale taxpayers with monthly sales of less than 100000 yuan will be exempted from value-added tax, small-scale taxpayers will be subject to a value-added tax of 1% on taxable sales revenue at a 3% levy rate, and taxpayers in production and life services will be subject to a 5% and 10% value-added tax reduction, respectively. By the end of 2024, the part of the annual taxable income of small low-profit enterprises that does not exceed 1 million yuan will be reduced by 25% to the taxable income, and the enterprise income tax will be paid at the rate of 20%; the part of the annual taxable income of individual industrial and commercial households that does not exceed 1 million yuan will be reduced by half on the basis of the current preferential policies. The policy of urban land use tax levied by half on the land used for commodity storage facilities of logistics enterprises and the policy of reducing and exempting employment security funds for the disabled will continue to be implemented until the end of 2027.
(2) Strengthen support in key areas. We will implement supporting policies such as taxation and insurance compensation for the first set, and promote the transformation and upgrading of traditional industries and the development of strategic emerging industries. In the fields of scientific and technological innovation and key industrial chains, targeted tax reduction and fee reduction policies have been introduced, and the policy of increasing the pre-tax deduction ratio of R & D expenses of enterprises in eligible industries from 75% to 100% has been implemented as an institutional arrangement for a long time.
(3) Carry out normal management of fees related to enterprises. Establish and improve the long-term mechanism of supervision of fees related to enterprises, revise and improve relevant systems in time, and promote the management of fees related to enterprises to be gradually brought into the track of legalization and normalization. Focus on government departments and subordinate units, public utilities, finance and other areas of fees, and continue to carry out the rectification of illegal fees related to enterprises. We will continue to guide trade associations and chambers of commerce to take the initiative to reduce, reduce and cancel fees for enterprises with operational difficulties, especially small and medium-sized enterprises.
3. Improving the quality and efficiency
of financial services to the real economy (4) Creating a good monetary and financial environment. We should implement a prudent monetary policy, comprehensively use a variety of monetary policy tools, maintain reasonable and abundant liquidity, and keep the growth rate of broad money M2 and social financing scale basically in line with nominal economic growth. Maintain the basic stability of the RMB exchange rate at a reasonable and balanced level.
(5) Promoting the steady decline of loan interest rates. We will continue to give full play to the effectiveness of the reform of the loan market quotation rate (LPR) and the important role of the market-oriented adjustment mechanism of deposit interest rates, so as to promote a steady decline in the financing costs of business entities.
(6) Guiding precise drip irrigation of financial resources. We will make good use of inclusive small and micro loan support tools and continue to increase the first loan, renewal loan and credit loan of small and micro enterprises. We will accelerate the construction of a long-term mechanism for lending, continue to evaluate the effect of credit policy guidance for small and micro enterprises and private enterprises, guide financial institutions to increase medium- and long-term loans for manufacturing industries, and strengthen credit support for innovative, technological, specialized and new small and medium-sized enterprises.
(7) Continuous optimization of financial services. We will improve the national integrated financing credit service platform network, deepen the construction of local credit platforms, enhance the service capacity of credit agencies, expand the coverage of credit information sharing among small and medium-sized enterprises, and improve the quality and efficiency of credit supply. Promote credit rating agencies to improve the quality of rating and service level, play a positive role in revealing credit risk, assisting market pricing, and improving market efficiency. Continuously optimize the functions of accounts receivable financing service platform. We will continue to implement the policy of reducing fees, rewards and subsidies for financing guarantees for small and micro enterprises, promote the expansion of financing increments for small and micro enterprises, and reduce the cost of financing guarantees.
(8) Supporting small and medium-sized enterprises to reduce the cost of exchange rate hedging. We should strengthen cooperation between government, banks and enterprises, and increase support for exchange rate risk management of small and medium-sized enterprises. Promote banks to optimize the management and services of foreign exchange derivatives, and reduce the cost of hedging and hedging through special credit, data credit enhancement, online services and product innovation.
4. Continuously reduce institutional transaction costs
(9) Create a fair competitive market environment. Implement fair competition review and supervision. We will carry out special anti-monopoly law enforcement actions in the field of people's livelihood and intensify anti-monopoly law enforcement by abusing administrative power to exclude and restrict competition. We will further improve the market access system, steadily expand the pilot evaluation of market access effectiveness, and carry out in-depth collection and notification of cases of violation of the negative list of market access. We will strengthen the protection and application of intellectual property rights and implement inclusive projects for intellectual property public services.
(10) Continuous optimization of government services. We will deepen the reform of the commercial system, intensify the reform of "separation of licenses", facilitate market access and exit, accelerate the construction of a more mature and stereotyped national unified registration and management system for business entities, and optimize the development environment for all kinds of business entities.
(Eleven) standardize the bidding and government procurement system. We will actively promote the revision of the Tendering and Bidding Law and the Government Procurement Law, improve the rules of tendering and bidding and government procurement transactions, further standardize government procurement behavior, and strive to break down unreasonable restrictions and barriers set up by enterprises with different ownership systems and foreign enterprises. We will improve the guarantee system for tendering and bidding transactions, promote guarantees (insurance) in an all-round way, standardize the collection and refund of deposits, and clean up historical deposits. We will improve the technical standards and data specifications for electronic transactions in the whole process of tendering and bidding, promote cross-regional compatibility and mutual recognition of CA digital certificates, continuously expand the breadth and depth of electronic tendering and bidding in the whole process, and reduce transaction costs for enterprises.
5. Alleviating the pressure
of labor costs in enterprises (12) Continuing to reduce some social insurance premium rates in stages. We will continue to implement the policy of phased reduction of unemployment insurance and industrial injury insurance premium rates, and extend the implementation period to the end of 2024.
(13) Continue to implement part of the policy of stabilizing posts. For enterprises that do not lay off or lay off fewer employees, we will continue to implement the inclusive unemployment insurance policy to stabilize the return of posts.
(Fourteen) strengthen vocational skills training. We will carry out large-scale vocational skills training and build and share a number of public training bases. To continue to implement the subsidy policy for skills upgrading, employees of enterprises who have participated in unemployment insurance for more than one year or those who receive unemployment insurance benefits who have obtained vocational qualification certificates or vocational skill level certificates may apply for skills upgrading subsidies according to the standards.
6. Reduce the cost
of raw materials for enterprise land (15) Reduce the cost of enterprise land. Revise and improve the Control Index of Construction Land for Industrial Projects, and promote the application of land-saving technology and land-saving mode. We will continue to promote the transfer of "standard land" for industrial land. We will implement the policy on the allocation of industrial land, encourage the supply of industrial land by means of long-term leasing, leasing before transfer, and flexible annual supply, and effectively reduce the initial investment of enterprises.
(Sixteen) strengthen the supply and price stability of important raw materials and primary products. We will do a good job in ensuring the supply and price of energy and important raw materials, and continue to implement a zero-tariff policy on coal imports. We will consolidate the capacity to ensure the production of domestic resources, strengthen the domestic exploration and development of important energy and mineral resources and increase reserves and production, and improve the collection and management policies for the transfer of mining rights. We should strengthen the docking of production and demand of raw materials, and promote the linkage between upstream and downstream industrial chains. Strengthen market supervision, strengthen the guidance of expectations, and promote the smooth operation of the commodity market.
7. Promoting logistics quality, efficiency and cost
reduction (17) Improving the modern logistics system. We will strengthen the layout and construction of national logistics hubs and national backbone cold chain logistics bases, and improve the level of large-scale, networked, organized and intensive development of modern logistics.
(Eighteen) adjust and optimize the transport structure. In-depth implementation of the national integrated freight hub to supplement the chain and strengthen the chain, and promote the integration of cross-mode transport. We will further implement the construction of demonstration projects for multimodal transport and accelerate the study and promotion of the "one single system" for multimodal transport. Promote the development level of rail-water intermodal transport, and promote the port container rail-water intermodal transport volume to increase by about 15% year-on-year in 2023.
(Nineteen) continue to implement the relevant policies of highway tolls. Deepen the differentiated toll collection of expressways. Strictly implement the "green passage" policy for the transportation of fresh agricultural products.
Eight, improve the efficiency
of enterprise capital turnover (twenty) increase the clearance of arrears to small and medium-sized enterprises. We will thoroughly implement the Regulations on Guaranteeing the Payment of Small and Medium-sized Enterprises, promote and improve the long-term mechanism for preventing and resolving arrears of small and medium-sized enterprises, strengthen the acceptance and handling of arrears complaints, improve the efficiency of the whole process, and focus on supervising the clues of large arrears, long arrears and multiple complaints, so as to protect the legitimate rights and interests of small and medium-sized enterprises.
9. Encouraging enterprises to tap their internal potential
(21) Guiding enterprises to strengthen the whole process of cost control and fine management. Enterprises are encouraged to optimize the cost control of the whole process of production and manufacturing, supply chain management and marketing, vigorously develop intelligent manufacturing and green manufacturing, accelerate the integration and application of industrial Internet, enhance the adaptability of flexible production and market demand, and promote the coordination of production and marketing and the matching of supply and demand.
(22) Supporting enterprises to transform, upgrade and reduce costs. We will increase support for the development of specialized, special and new "Little Giant" enterprises, and continue to promote the pilot digital transformation of small and medium-sized enterprises. We will accelerate the transformation, application and industrialization of scientific and technological achievements and patented technologies.
All parties concerned should further improve the coordination and promotion mechanism of cost reduction, strengthen consultation, closely follow up the progress of key tasks, and firmly promote the effectiveness of various policies. Strengthen the publicity of cost reduction policies so that enterprises can understand and make good use of various preferential policies. Deeply carry out enterprise cost investigation and research, fully listen to the opinions and suggestions of enterprises, and constantly improve relevant policies.
