Erbol Akimbayev, head of the Association of Cement and Concrete Producers in Kazakhstan, said the Uzbek Cabinet issued a confidential order in July stipulating that the price of cement imported from Kazakhstan should not be less than $300 per ton, while Kazakh producers usually sell for about $30 per ton, which makes exports unprofitable. In August, the import volume of Harbin Cement to Ukraine dropped to zero for the first time in seven years. The order was not verified, causing trade tensions. The association is discussing with relevant parties, Akimbayev warned Kazakhstan to take retaliatory measures to reduce imports from Ukraine, and Kazakhstan plans to sign a long-term oil product supply agreement with Azerbaijan.
