Recently, the Housing and Urban-Rural Construction Department of Guangdong Province disclosed the administrative penalty decision of Huiyang Construction Engineering Co., Ltd. According to the

administrative penalty decision, on July 22, 2023, an earthwork collapse accident occurred in the S357 supporting pipeline network construction project of Liangjing Town Water Purification Plant in Huiyang District (located beside S357 Road in Liangjing Town, Huiyang District, Huizhou City), which was constructed by Huiyang Construction Engineering Co., Ltd., resulting in two deaths. 2023, the Bureau of Housing and Urban-Rural Development of Huizhou City checked the safety production conditions of this project of Huiyang Construction Engineering Co., Ltd. and found the following problems: 1. The safety training plan of the enterprise in the past two years was not provided, and the safety training content in 2022 was only the monthly pledge of safety production and learning activities. 2. Relevant project management personnel are not in place. 3. The drainage measures of the working well are insufficient. 4. The working well has no upper and lower channels and no settlement and displacement monitoring. 5. The excavation of the foundation pit trench involved in the accident site was not constructed according to the scheme, and there were no supporting measures. 6. The construction site is not well enclosed and there is no gate. The above facts are confirmed by evidence such as the Verification Record Form of Safety Production Conditions of Enterprises.

The above actions indicate that Huiyang Construction Engineering Co., Ltd. has reduced the conditions for safe production and no longer meets the conditions for safe production stipulated in Items (6) and (8) of Article 4 of the Regulations on the Administration of Safety Production Licenses for Construction Enterprises. Article 14, paragraph 1, of the Regulations on Safety Production Licenses and Article 15 of the Regulations on the Administration of Safety Production Licenses for Construction Enterprises.

In accordance with the provisions of Article 14, paragraph 2, of the Regulations on Safety Production Licenses, Article 23 of the Regulations on the Administration of Safety Production Licenses for Construction Enterprises and Article 14, paragraph 2 (1), of the Interim Measures for the Dynamic Supervision of Safety Production Licenses for Construction Enterprises. The Department of Housing and Urban-Rural Construction of Guangdong Province has decided to impose an administrative penalty on Huiyang Construction Engineering Co., Ltd. for temporarily withholding the safety production license of construction enterprises for 60 days.
