Yunnan Provincial Development and Reform Commission on Energy Saving Report of Qujing Haishengrun Photovoltaic Module Cover Glass Project with Annual Output of 1.5 Million Tons of Qujing Haishengrun New Materials Co., Ltd.

Qujing Municipal Development and Reform Commission:

We have received the Request for Instructions of Qujing Municipal Development and Reform Commission on Energy-saving Review of Qujing Haishengrun Photovoltaic Module Cover Glass Project with Annual Output of 1.5 Million Tons of Qujing Haishengrun New Materials Co., Ltd. (Qu Fa Gai Di Qu [2022] No.90). According to the relevant requirements of the Energy Conservation Law of the People's Republic of China, the Measures for Energy Conservation Review of Fixed Assets Investment Projects (Decree No.44 of 2016 of the National Development and Reform Commission), and the Notice of the Yunnan Development and Reform Commission on Strengthening Energy Conservation Review of Fixed Assets Investment Projects (No.299 of Yunfa Reform and Capital Ring 2017). The Provincial Development and Reform Commission entrusted Yunnan Energy Conservation Supervision Center to organize relevant experts to review the energy conservation report of the project (project code: 2020- 530321-30-03-008329). The following opinions are put forward on the energy consumption, energy efficiency level, energy use process and energy conservation management measures of the project:

I. The energy conservation report of the project is approved in principle.

2. Project Construction Content and Scale : The project covers an area of about 1,500 mu, with a construction area of about 660,000 square meters for the newly-built factory buildings. It mainly constructs raw material pretreatment system, 4 production lines with daily melting capacity of 1200 tons, 1 kiln and 5 lines of photovoltaic glass sheets, 20 deep processing production lines, 2 × 9 MW waste heat power generation device, 19.76 MW photovoltaic power generation system, as well as auxiliary and ancillary facilities such as power supply and distribution, water supply and drainage, environmental protection, office and so on. The designed daily melting capacity of the glass furnace of the project is 4 × 1200 tons, and the annual production capacity of photovoltaic glass sheets is 1.5 million tons. When the project is completed, the annual comprehensive energy consumption will be 439794 0.28 tons of standard coal (equivalent value) and 586959 0.63 tons of standard coal (equivalent value). The comprehensive energy consumption per unit product of PV cover glass of the project is 222.14 kg standard coal/ton, the comprehensive energy consumption per unit product of deep processing is 62.38 kg standard coal/ton, the comprehensive energy consumption per unit product of PV cover glass is 305.32 kg standard coal/ton, and the energy consumption per unit industrial added value is 2.77 tons standard coal/10,000 yuan.

3. On the basis of implementing the measures of the energy-saving report, the project construction unit shall strictly implement the relevant requirements and suggestions put forward in the project evaluation opinions.

(1) We should further optimize the energy-using technology, select high-efficiency energy-saving equipment, and effectively strengthen energy-saving management.

(2) According to the Requirements and Guidelines for the Use of Energy Management System (GB/T 23331), we should improve and perfect the energy supervision and management system, strictly equip energy measuring instruments according to the General Principles for the Equip ment and Management of Energy Measuring Instruments in Energy-using Units (GB 17167) and other standards and norms, and establish three-level energy measurement management system. An online monitoring system for enterprise energy consumption has been built to realize data docking with provincial platforms.

(3) Construction shall be carried out in strict accordance with the energy-saving measures proposed in the project energy-saving report. After the completion of the project construction, the application for energy-saving acceptance shall be submitted in time. If the energy-saving review opinions are not implemented, the acceptance shall not be passed.

(4) Other requirements shall be implemented according to the project evaluation opinions.

4. If there are major changes in the construction content and energy efficiency level of the project, the project construction unit shall submit an application for change to the energy conservation review authority.

5. The Qujing Development and Reform Commission is requested to effectively supervise and inspect the design, construction, completion, acceptance and operation management of the project in strict accordance with the present review opinions and the energy-saving report of the project, and to timely report on the implementation of the present review opinions and major matters related to the project. In accordance with the Measures for Energy Conservation Supervision (Decree No.33 of 2016 of the National Development and Reform Commission), energy conservation supervision is carried out on the implementation of the project energy conservation review opinions.

6. The project has a significant impact on the completion of the "14th Five-Year Plan" energy consumption control target in Qujing City. Qujing Municipal Development and Reform Commission shall report to the Municipal People's Government, strictly implement the energy-saving target responsibility system, scientifically and reasonably put forward solutions to the new energy consumption of the project, strengthen energy management, improve energy efficiency, and ensure the completion of the target task of double control of energy consumption in the region.

7. This review opinion shall be valid for 2 years from the date of issuance.
