Recently, the official website of the People's Government of Yiliang County, Zhaotong City, Yunnan Province, issued the Announcement of the EIA Report of the New Dry Cement Production Line with a Daily Output of 2500 Tons of Clinker of Yiliang Morning Lion Building Materials Co., Ltd. According to

the announcement document, Yiliang Morning Lion Building Material Co., Ltd. intends to build a new dry cement production line with a scale of 2500t/d clinker and a five-stage cyclone preheater with on-line spouting decomposition furnace, with a design of 300 days per year, an annual output of 750000 tons of cement clinker, an annual output of 1045000 tons of cement, and an annual output of 1000000 tons of cement. The products are about 366,000 tons of PF 32.5 cement, about 627,000 tons of P.O42.5 cement and 52,000 tons of PⅡ52.5 cement. The ratio of bagged cement to bulk cement is 40%: 60%. of Yiliang Chenshi Building Materials Co., Ltd. is close to the cement production area in Zhongming Town, Yiliang County. The geographical coordinates of the mining boundary (2000 national geodetic coordinates): 104 ° 05 ′ 14.70 ″ ~ 104 ° 05 ′ 36.72 ″ east longitude. Latitude 27 ° 49 ′ 20.74 ″ ~ 27 ° 49 ′ 38.31 ″. It is adjacent to the cement production plant and located in the southeast of the cement plant.

The mine was listed and sold by the Natural Resources Bureau of Yiliang County. In September 2020, the Natural Resources Bureau of Yiliang County entrusted Yunnan Geological Engineering Survey Corporation to compile the Geological Report on the Exploration of Limestone Mines for Ordinary Building Stones in Weining Village, Zhongming Town, Yiliang County, Yunnan Province (2020) and the Development and Utilization Plan for Limestone Mines for Ordinary Building Stones in Weining Village, Zhongming Town, Yiliang County, Yunnan Province (2020). The Natural Resources Bureau of Yiliang County issued the Resource Reserve Assessment and Filing Certificate of the Natural Resources Bureau of Yiliang County on the Geological Exploration Report of Limestone Mine for Ordinary Building Stones in Weining Village, Zhongming Town, Yiliang County, Yunnan Province with the document of YZZKBZ [2020] No.01. The mining area of the

mining right is delineated by 15 turning point, with an area of 0.1550 km ² and a mining depth of 1782-1599 m. See Table 1-2 for the turning point coordinates of the mining area. There is no other exploration right or mining right within the mining area, and there is no overlapping of mining rights.

It is reported that Yiliang Morning Lion Building Materials Co., Ltd. is located in Zhongming Town, Yiliang County, and the project was launched by Yiliang County People's Government in 2019, with a total investment of 610 million yuan. The project adopts the current international advanced new dry process cement technology and equipment, the main machine adopts domestic advanced equipment, the key equipment is imported from abroad, the whole production process adopts DCS distributed control, the whole system runs stably, safely and reliably, the labor production efficiency is high, the technical equipment reaches the leading level of domestic counterparts; the environmental protection adopts ultra-low emission design to reach the domestic advanced level. It is one of the most advanced production lines in Yunnan cement project.
