Recently, the soil and water conservation scheme for the ecological restoration and reuse of waste gravel resources in the construction project of Kangyang Town, Helan Jinshan, Yinchuan City, Ningxia Hui Autonomous Region, was approved and approved. 2017, the Party Committee and the government of Ningxia have comprehensively started the improvement and restoration of the ecological environment of Helan Mountain: the comprehensive management of 169 human activity sites in the reserve has been completed, 83 mining rights have been withdrawn, and 53 industrial, mining, agricultural, forestry, animal husbandry, tourism and other facilities have been demolished. The renovation of 20 remaining pits and non-main slag platforms has been completed; nearly 10 billion yuan has been invested to renovate an area of 200 square kilometers through measures such as pit backfilling, slope cutting and soil covering, equipment dismantling, surplus material clearing and transportation, site leveling, grass seed sowing, tree planting and greening.

1. Project overview

The ecological restoration and waste gravel resource reuse project of the construction project of Jinshan Kangyang Town (Chaqikou North Area) in Helan County is located in Jinshan Kangyang Town (Chaqikou North Area) in Helan County. project are as follows:

(1) The soil environment improvement project is mainly to improve the soil environment of the high-quality wine grape planting base in Jinshan experimental area. The total area of the project area is 1673.97 H ㎡ (25109: Deep ploughing was carried out to screen out the soil below 6 cm, and soil remediation was carried out. The natural gravels above 6 cm shall be sold after being treated by the temporary treatment station.

(2) Waste gravel resource reuse project, using the natural gravel produced in the process of ecological restoration and land consolidation of waste gravel resource reuse project in Kangyang Town, Jinshan, Helan (north area of Chaqikou) to produce aggregate for construction and sand co-production line of machine-made sand. Three temporary gravel treatment stations will be built in the project area, each of which has three 150t/H aggregate production lines with an annual gravel treatment capacity of 3.6 million tons. The three temporary treatment stations have a total treatment capacity of 10.8 million tons per year. The

total land area of the project is 1673.97h ㎡ (25109: 48mu), all of which are temporary land occupation, and the land occupation type is wasteland. The project is planned to be started in March 2023 and completed in March 2026, with a total construction period of 3 years.

2. General opinions on

the water and soil conservation scheme (1) Basically agree with the water and soil conservation evaluation of the project.

(II) The scope of responsibility for prevention and control of water and soil loss determined in the plan of this stage is approved to be 1673.97hm2.

(3) Agree to the scope, period division and method of soil erosion prediction.

(4) Agree to implement the first-class standard for the prevention and control of soil erosion in the Northwest Loess Plateau.

(Five) basically agree with the overall layout of prevention and control zoning and measures.

(Six) basically agree with the zoning prevention and control measures.

(VII) Basically agree with the construction organization and schedule of water and soil conservation.

(8) Agree to the proposal of not carrying out special monitoring of soil and water conservation put forward in the plan.

(9) Agree to the basis and method for compiling the estimation of water and soil conservation investment. It is basically agreed that the total investment in water and soil conservation of this project is 26.1072 million yuan, including 16.7397 million yuan of compensation for water and soil conservation.

(Ten) basically agree with the benefit analysis of soil and water conservation.

3. Requirements for

the implementation of water and soil conservation schemes (1) Preliminary design and construction drawing design of water and soil conservation shall be carried out in accordance with the permitted water and soil conservation schemes. It is necessary to strengthen the construction organization and management in the construction of the project, minimize the surface disturbance and vegetation damage, and effectively implement the "three simultaneous" system of soil and water conservation.

(2) Implement various water and soil conservation measures in strict accordance with the requirements of the permitted water and soil conservation plan. All kinds of construction activities should be strictly limited within the scope of land use, especially when construction machinery enters and leaves the construction site, it is strictly prohibited to occupy, disturb and destroy the surface vegetation at will. During the construction of the project, the construction sequence and the implementation progress of water and soil conservation measures shall be reasonably arranged, temporary protective measures shall be arranged in time, and the possible water and soil loss during the construction period shall be strictly controlled.

(III) For the procurement of soil, stone, sand and other building materials, the material yard with the approval procedures for the water and soil conservation scheme shall be selected, and the material yard without the approval procedures for the water and soil conservation scheme shall have a clear responsibility for the prevention and control of soil erosion.

(4) Submit the management organization, responsible person, contact person and relevant information on soil and water conservation to the Helan County Water Affairs Bureau, and regularly report on the implementation of the soil and water conservation plan for supervision and inspection.

(V) In case of major changes in the location and scale of the project, or major changes in the water and soil conservation measures during the implementation of the water and soil conservation plan, the water and soil conservation plan shall be supplemented or modified in time and submitted to our Bureau for approval.

4. To strictly implement the acceptance and filing procedures

, your unit shall, in accordance with the provisions of the Notice of the Ministry of Water Resources on Strengthening the Supervision after the Event and Regulating the Independent Acceptance of Soil and Water Conservation Facilities for Production and Construction Projects, pass the independent acceptance of soil and water conservation facilities before the completion, acceptance and commissioning of the project. Independent acceptance shall be carried out in accordance with water and soil conservation laws and regulations, standards and specifications, water and soil conservation plan and this approval decision, and the acceptance materials of water and soil conservation facilities shall be reported to Helan County Water Affairs Bureau; if the water and soil conservation facilities have not been accepted or failed to pass the acceptance, the production and construction projects shall not be put into use.
