A man in Wanning, Hainan, was detained for 5 days for stealing and digging river sand late at night.

On February 12, the comprehensive administrative law enforcement squadron of Liji Town, Wanning City, jointly with the Liji Coastal Police Station of Wanning Public Security Bureau, investigated and dealt with a case of illegal sand and gravel mining, and the offender was held in administrative detention for 5 days. According to the law, the

public security organ imposed administrative detention on Huang Mouchun for 5 days. At 2:25 a.m.

on the same day, the comprehensive administrative law enforcement squadron of Liji Town received a report from the masses that someone was illegally mining sand in the river near Laoxu Bridge, Qunpo Village Committee, Liji Town. At 2:40, the law enforcement officers arrived at the scene and found that there were tools for sand pumping at the scene. The personnel involved loaded the stolen sand and stones into a Nanjun transport vehicle and were about to leave. The law enforcement officers immediately ordered them to stop and signaled the driver to stop for inspection.

During the inspection, the driver refused to cooperate with the law enforcement officers, dumped the river sand on the vehicle in the middle of the road, and forcibly drove the transport vehicle away from the scene. Subsequently, law enforcement officers followed the water stains and found that the vehicle transported the sand to the village house of Sanxing Village Committee for stacking, and the stolen sand pile was about 20 cubic meters.

Law enforcement officers jointly with the Liji Coastal Police Station captured Huang Mouchun at about 2 P. M. that day. After interrogation, Huang Mouchun, an illegal person, confessed to the illegal act of refusing to cooperate and obstructing the staff of Liji Town Comprehensive Administrative Law Enforcement Squadron from performing their duties according to law after being seized. According to the relevant provisions of the Law of the People's Republic of China on Administrative Penalties for Public Security, the public security organs have imposed administrative detention on Huang Mouchun for 5 days according to law. At present, the case is being further processed.
