In accordance with the Administrative Licensing Law and the relevant regulations on the qualification management of construction engineering enterprises, the Ministry has organized experts to review the application materials for the qualification of construction engineering enterprises recently. The expert review opinions are now publicized on the website of the Housing and Urban-Rural Construction Department (https://www.mohurd.gov.cn) in order to widely accept social supervision. The details of the personnel and representative project performance in the enterprise declaration materials can be inquired by clicking on the "Housing and Urban-Rural Construction Department Portal → Construction Enterprise Qualification Administrative Examination and Approval Column → Qualification Declaration Basic Information Publicity". Enterprises that disagree with the
expert review opinions can inquire about specific opinions through the "Housing and Urban-Rural Construction Department Portal Website-Administrative Examination and Approval of Government Service Enterprises-Progress Inquiry of Application Matters (Acceptance of Issuance Information Inquiry)". Publicity time: from February 15, 2023 to February 28, 2023 (10 working days, specific opinions can be inquired from February 15, 2023). If enterprises have objections to the expert review opinions, they can submit a statement application through the construction enterprise qualification declaration software (download address: https://jsb.justonetech.com/) during the publicity period. After the electronic data package of the statement materials containing the statement application form (signed by the legal representative and stamped with the seal of the unit) is submitted through the provincial housing and urban-rural construction authorities, the centralized acceptance office of the administrative examination and approval of the Ministry can accept it. The date of submission of the statement materials shall be the date reported by the provincial housing and urban and rural construction authorities.
Any relevant unit or individual who has any objection to the qualification declaration of the enterprise may report the situation to the Construction Market Supervision Department or the General Office of the Ministry. The unit should affix its official seal to reflect the situation, and the individual should sign his real name and leave his telephone number, address and postal code to reflect the situation.
