On February 15, the Jiangsu Provincial Office of Industry and Information Technology issued the "Central Eco-environmental Protection Supervision and Rectification Announcement", which shows that the eighth rectification item specified in the "Jiangsu Provincial Implementation of the Central Eco-environmental Protection Supervision Report Rectification Plan" has been completed. In accordance with the requirements of the Measures for the Supervision and Rectification of Ecological Environment Protection in Jiangsu Province and other documents, the completion of the rectification of the problem is announced as follows:
I. Rectification matters: The implementation of the cement capacity replacement policy is not strict. The State Measures for the Implementation of Capacity Replacement in Cement and Glass Industry stipulates that if the relocation of production facilities is caused by the adjustment of local development planning, no capacity replacement plan may be formulated, but no new capacity may be added. Changzhou Liyang Dongfang Cement Co., Ltd. was closed in 2017 due to business reasons, and the relevant production license expired in 2018. However, Liyang Bureau of Industry and Information Technology reported false materials in 2021, saying that the enterprise stopped production and relocated due to planning adjustment, met the relocation conditions, and planned to build a new cement clinker production line in another place. The Provincial Department of Industry and Information Technology was not strict in checking and approving the relocation plan and issuing a public announcement.

3. Acceptance unit: Department of Industry and Information Technology of Jiangsu Province.
IV. Rectification objective: The cement clinker production capacity of Liyang Dongfang Cement Co., Ltd. will no longer be used for capacity replacement. Strictly implement the cement industry capacity replacement policy.
5. Time limit for rectification: before the end of December 2022.
6. Rectification measures:
(I) Cancel the capacity replacement plan of the cement clinker production line of Liyang Qianfeng Cement Co., Ltd. and announce it on the website of the Provincial Department of Industry and Information Technology. The cement clinker production capacity of Liyang Dongfang Cement Co., Ltd. is no longer used as the exit capacity source of the relevant capacity replacement project.
(2) Liyang Qianfeng Cement Co., Ltd. has reformulated the project capacity replacement plan, and the project shall not start construction before the capacity replacement is in place.
(3) To carry out the special action of self-checking and self-correcting the production capacity of the building materials industry in the whole province, to "look back" on all the cement clinker and flat glass production line capacity replacement projects that have been announced in the past five years, to sort out and rectify them one by one, and to resolutely rectify the problems found.
(4) Improve the working procedures, and conduct on-site audits on all matters involving capacity replacement, shutdown, merger and transfer of enterprises to ensure that such situations do not occur again.
Seven、 Completion of rectification:
(I) The Department of Industry and Information Technology of Jiangsu Province issued the Announcement on Cancellation of the Plan for Relocation and Construction of Cement Clinker Production Line of Liyang Qianfeng Cement Co., Ltd. (Su Gong Xin Material [2022] No.176) on April 19, 2022. The plan for the relocation and construction of cement clinker production line of Liyang Qianfeng Cement Co., Ltd., which was announced on August 5, 2021, was cancelled and announced on the website of the Office in a timely manner.
(2) Liyang Qianfeng Cement Co., Ltd. has not reformulated the capacity replacement plan, has not gone through the relevant formalities for approval for the relocation and construction of the cement clinker production line project, has not carried out any preliminary construction, and has promised not to start the construction of the "relocation and construction of the cement clinker production line announced by the Provincial Department of Industry and Information Technology on August 5, 2021".
(III) Liyang Dongfang Cement Co., Ltd. (Production capacity withdrawal enterprise) has been closed down, plant and equipment have been completely dismantled, and cement clinker production capacity is no longer used as the withdrawal capacity source of any capacity replacement project.
(IV) The Provincial Department of Industry and Information Technology has conducted self-examination and self-correction "review" on 7 cement clinker and 2 flat glass capacity replacement projects announced in the past five years, and will strictly implement the cement industry capacity replacement policy in the future capacity replacement work, and conduct on-site audits on all capacity replacement projects to ensure that similar problems do not occur.
According to the requirements of the Notice of the General Office of the Provincial Party Committee and the General Office of the Provincial Government on the Issuance of the Rectification Plan for the Implementation of the Second Round of the Central Eco-environmental Protection Supervision Report in Jiangsu Province (Su Ban Ting Zi [2022] No.63), the rectification task has been completed on schedule.
