the ecological restoration of the northwest dump of Yongping Copper Mine ▲ After the
ecological restoration of the northwest dump of Yongping Copper Mine, the "scars" were repaired, and Jiangxi Province implemented the plan in several steps: It was found that there were 10253 abandoned mines left over from history, and the damaged land area was about 524300 mu; The first provincial-level local regulation in the field of mine ecological restoration in China, Jiangxi Provincial Regulations on Mine Ecological Restoration and Utilization, has been promulgated to establish a regulatory system in which enterprises are responsible, the government is Co ordinated and the regulatory departments are responsible for their respective responsibilities, and to clarify the supporting policies for social capital participation and promoting the realization of the value of ecological products after restoration; It took the lead in introducing the provincial "14th Five-Year" land and space ecological restoration plan, focusing on major ecological problems such as mines, deploying 18 sub-projects of 5 key projects, guiding local governments to formulate ecological restoration plans for abandoned mines, and urging them to complete key restoration tasks in stages and types.
Jiangxi Province actively strives for central financial support, encourages and guides social capital to participate in ecological restoration, and makes every effort to broaden the investment channels of restoration funds. For example, the pilot project of ecological protection and restoration of mountains, rivers, forests, fields, lakes and grasses in Ganzhou has received 2 billion yuan of central financial support; from 2019 to 2022, the provincial finance has implemented 212 million yuan of "reward instead of subsidy" funds for environmental control of abandoned mines, with a total area of 69000 mu of land restored; From 2022, the provincial finance will allocate 50 million yuan of natural resources protection and utilization funds for ecological restoration every year; the provincial financial institutions will provide 4.075 billion yuan of credit for mine ecological restoration financial funds, grant 2.855 billion yuan of loans, and participate in the restoration of 407 mines; The province has approved 12 pilot counties (cities and districts) for ecological restoration, and 9 have identified market-oriented investors and signed agreements, with an estimated investment of 2.61 billion yuan and a restoration area of 405000 mu.
Focusing on strictly controlling the increment and reducing the stock of abandoned mines, Jiangxi Province has issued a special action plan for the ecological protection and restoration of mines until the end of 2025, and has steadfastly promoted the rectification of the ecological problems of feedback mines, such as the central ecological environmental protection supervision, the warning films of the Yangtze River Economic Belt, auditing and inspection. Six departments, such as the Provincial Department of Natural Resources, launched a one-year special campaign to investigate and rectify the ecological environment of mines, and made every effort to solve the outstanding problems of the ecological environment of mines.
