We will promote the transformation of 300000 kilowatt and above coal-fired units for heating, gradually shut down and integrate backward coal-fired small thermal power plants and coal-fired boilers, and increase the proportion of coal-fired power. By 2025, the proportion of electricity coal in coal consumption will increase to more than 65%, and the proportion of non-fossil energy consumption will reach 18%.

Promote synergy between urban and rural construction. Optimize the layout of urban planning, and integrate the concept of carbon peak and carbon neutralization into all aspects of urban and rural construction and operation management. Rationally plan development goal of urban building area, further improve the energy-saving standards of new urban buildings, continuously improve the quality of green buildings, promote the large-scale development of ultra-low energy consumption and near-zero energy consumption buildings, and strive to build 20 million square meters of high-quality green buildings by 2025. We will steadily develop prefabricated buildings, promote the adoption and application of green building materials, and promote the recycling of building materials. Jiangsu Province's implementation plan

1. General requirements

(1) Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding ideology

comprehensively implements the spirit of the 20th National Congress of the CPC, thoroughly implements the thought of ecological civilization of Xi Jinping and the important guiding spirit of the General Secretary of Xi Jinping for Jiangsu's work. We should adhere to the general tone of steady and progressive work, base ourselves on the new stage of development, implement the new development concept completely, accurately and comprehensively, serve to build a new development pattern, take the realization of synergistic effect of pollution reduction and carbon reduction as the master of promoting the comprehensive green transformation of economic and social development, coordinate the work related to carbon neutralization and ecological environment protection, and pay more attention to source management, systematic management and comprehensive management. (2) The working principle is

to strengthen the source control. In view of the fact that pollutants and greenhouse gas emissions are highly homologous, we should highlight major areas, key industries and key links, and accelerate the formation of an industrial structure, mode of production, lifestyle and spatial layout that saves resources and protects the environment.

Strengthen system promotion. We should adhere to the coordinated control of pollutants and greenhouse gases, make concerted efforts in terms of work objectives, regions, tasks, measures and supervision, comprehensively promote the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grasses and sand, deepen the ecological environment management with the action of carbon peak, and promote the high-quality carbon peak with the ecological environment management.

Strengthen scientific precision. Following objective laws, we should coordinate emission reduction requirements in water, gas, soil, solid waste, greenhouse gases and other fields, optimize treatment objectives, treatment processes and technical routes, adjust measures to local conditions, implement scientific policies and meticulou s management, and enhance the synergy between pollution prevention and carbon emission reduction.

Strengthen mechanism coordination. Make full use of ecological environment laws, regulations, standards, policy systems and statistical, monitoring and regulatory capabilities, increase carbon emission management requirements, establish and improve the integrated management system and basic capabilities to promote pollution reduction and carbon reduction, and strongly support the implementation of the target task of pollution reduction and carbon reduction.

Strengthen innovation demonstration. (3) The main objective

The total discharge of major pollutants has continued to decline, carbon dioxide emissions per unit of GDP have fulfilled the national target, the quality of the ecological environment has been continuously improved, the ecological environment governance system and governance capacity have been significantly improved, and the construction of beautiful Jiangsu has achieved initial results.

By 2030, the coordinated management system of pollution reduction and carbon reduction in the province will be more perfect, the capacity will be significantly improved, and the green and low-carbon transformation and development of the economy and society will achieve remarkable results, helping to achieve the goal of carbon peak. The total emissions of major pollutants and carbon dioxide emissions per unit of GDP have continued to decline, carbon dioxide emissions have reached a peak and achieved a steady decline, and the quality of the ecological environment has been greatly improved, striving to become a model province for the construction of a beautiful China, providing strong support for the realization of carbon neutrality.

2. Strengthen source control

Strengthen the management and control of land and space use, and build a land and space development and protection pattern that is conducive to carbon peak and carbon neutralization. Incorporate the requirements of carbon peak and carbon neutralization into the "three-line and one-single" zoning management and control system, strengthen the application of "three-line and one-single" in policy formulation, environmental access, park management, law enforcement and supervision, and promote the gradual optimization of spatial structure. We will resolutely curb the blind development of high-energy-consuming, high-emission and low-level projects, strictly implement the requirements of national and provincial industrial planning, industrial policies, ecological environment zoning control, environmental assessment and approval, water intake permit approval, energy-saving review and regional reduction and substitution of pollutants, and adopt advanced and applicable technologies. The energy-consuming equipment of new high energy-consuming projects has reached the first-class energy efficiency standard. (7) Accelerating the cultivation of green lifestyle. We will implement the Measures for Promoting Ecological Civilization Education in Jiangsu Province, vigorously implement the 20 Articles of Ecological Civilization in Jiangsu Province, and carry out in-depth actions to create green life. Explore the establishment of "carbon inclusive" and other public participation mechanisms, and guide the districts and municipalities to establish a carbon inclusive system with clear rules, rich scenarios and perfect platforms according to local conditions. Systematically promote the green transformation and upgrading of consumption in food, clothing, housing, transportation, use, travel and other fields, advocate a simple, moderate, green, low-carbon, civilized and healthy lifestyle, and reduce pollutants and carbon emissions from the source. We will expand the effective supply of green low-carbon products, improve the certification and labeling system, and cultivate a number of "Su Brand" and "Guo Brand" green brands with strong market influence. Organize and carry out the construction actions of conservation-oriented organs, green families, green schools, green communities, green travel, green shopping malls, green buildings and water-saving social carriers. 3. Highlighting key areas

(8) Promoting synergy in the industrial field. We will vigorously develop strategic emerging industries, accelerate the transformation, upgrading and structural adjustment of traditional industries, and promote the construction of a green and low-carbon manufacturing system. We will further promote energy conservation and emission reduction, integration of industrialization and industrialization, adjustment of product structure and technological innovation in traditional manufacturing industries, and accelerate digital industrialization and industrial digitalization. We will continue to promote the improvement of safety and environmental protection in the chemical industry, and accelerate the transformation of enterprises that fail to meet environmental protection, energy efficiency, water efficiency and safety standards. We will organize and implement energy conservation and carbon reduction in key industries and data centers such as steel, cement, flat glass, oil refining, ethylene and synthetic ammonia, which account for a high proportion of energy consumption, resolutely eliminate backward production capacity, backward technology and backward products, and substantially improve the overall energy efficiency level of the industry. We will study and establish a long-term mechanism for optimizing the stock limit increment of iron and steel industries under the constraints of atmospheric environmental capacity, and gradually reduce the number of independent sintering and hot rolling enterprises. We will vigorously support the development of electric furnace short process technology, accelerate the substitution of raw materials and fuels in the cement industry, accelerate the promotion of oil reduction and increase in the petrochemical industry, increase the proportion of secondary aluminium in the aluminium industry, promote high-efficiency and low-carbon technologies, and accelerate the development of the secondary non-ferrous metal industry. By 2025 and 2030, the proportion of short-process steelmaking in the province will increase to 15% and 20% respectively. Strengthen the coupling development of energy, iron and steel, petrochemical industry, building materials, non-ferrous metals, textiles, paper and other industries, and promote industrial cycle links. Enterprises in key industries are encouraged to explore the use of multi-pollutant and greenhouse gas collaborative control technology and carry out collaborative innovation. (9) Promoting synergy in the field of transportation. We will vigorously develop multimodal transport, promote the deep integration of various modes of transport, and promote "public transit railway" and "public transit waterway". By 2025, the freight transport turnover volume of railway and waterway will increase by about 30% and 13% respectively compared with 2020, and the carbon dioxide emissions per unit transport turnover volume of operating trucks and cargo ships will be reduced by 3%. Implementing the "Green Wheel" plan, orderly promoting the replacement of old vehicles with new energy vehicles and off-road mobile machinery to use new energy and clean energy power, promoting the planning and construction of supporting facilities such as charging and gas filling in expressway service areas and port and station hubs, and basically eliminating diesel trucks with emission standards of the third and below countries, by 2030, the first one. The sales volume of new energy vehicles will reach about 50% of the sales volume of new vehicles. We will actively build a "rail + bus + slow" urban green travel system, gradually promote the electrification of vehicles in the public sector, and achieve more than 90% of new energy and clean energy vehicles in new or replaced buses in urban built-up areas. Strengthen the pollution control of ships and ports, accelerate the elimination of old ships, promote the application of new energy and clean energy power ships, enhance the capacity of receiving, transporting and disposing of water pollutants from ships, and improve the utilization rate of shore power of ports and ships.
