Recently, the Department of Natural Resources of Gansu Province and other 13 departments jointly issued a notice on the "Implementation Plan for Promoting Green Mine Construction with High Quality in Gansu Province" (hereinafter referred to as the "Plan"), which proposed that by the end of 2025, the standard system, quality evaluation system and supervision and management system of green exploration and green mine construction should be improved. Green exploration of mineral resources has been implemented in an all-round way, and more than 15 large and medium-sized mineral deposits have been newly discovered and evaluated. The reserves of strategic and advantageous mineral resources have increased significantly, and the guarantee capacity of green mine resources has increased significantly. The proportion of large and medium-sized mines in the province has increased from 14.15% to more than 25%.
The Plan mentions that Gansu is a well-known "home of non-ferrous metals" in China, with relatively abundant mineral resources and relatively complete types of minerals. By the end of 2020, the total number of mines in Gansu was 1919, including 112 large mines and 89 medium-sized mines, accounting for 10.47% of the total. In 2020, the mining volume of non-oil and gas mines in Gansu Province was 173 million tons, the total industrial output value was 33.569 billion yuan, and the total assets of mining and related raw materials processing products industry were 611.6 billion yuan, accounting for 50.10% of the total assets of Gansu Province. The development and utilization of mineral resources have made great contributions to the national economic and social development of Gansu Province.
Since the construction of green mines, Gansu has taken many measures to build 24 national green mines and 5 provincial green mines, and initially established a provincial green mine construction standard system, which plays an obvious leading role in the demonstration of green mines. However, the overall progress of green mine construction in Gansu Province is still slow, accounting for only 1.4%, the comprehensive utilization of mine tailings, solid waste, wastewater and associated mineral resources is low, the ecological protection and restoration of some mines are not timely, the standard system of green exploration in Gansu Province is not perfect, and the supervision system of self-evaluation and third-party evaluation of the effectiveness of green mine construction needs to be improved.
