Of course, advocating "entrepreneurs'associations" should not exclude non-entrepreneurs from participating in the leadership of associations. Many veteran leaders and comrades are experts in the industry, and they are quite familiar with the development direction, production situation, economic operation, industrial policy, and organizational management of the entire industry. Therefore, we should organically combine the advocacy of "entrepreneurs'meetings" with the initiative of "professional managers".
4. Problems and Challenges
The decoupling of trade associations from administrative organs is a major reform plan made by the Party Central Committee and the State Council, an innovative measure to straighten out the relationship between government and society and transform government functions, a profound change related to the modernization of national governance system and governance capacity, and a self-revolution of trade associations.
