First, efforts should be made to eliminate heavy pollution weather. To guide key enterprises to arrange shutdown and maintenance plans in winter, three cement enterprises, including Xinjiang Bohai Cement Co., Ltd., B ole Shangfeng Cement Co., Ltd. and Jinghe Kunlun Cement Co., Ltd., will implement the requirements of peak staggering production from November 1, 2022 to April 15, 2023. Special assistance and inspection were carried out for heating enterprises, construction sites, material yards, construction roads and other areas prone to dust pollution in the prefecture. 58 enterprises, highways and construction sites were inspected, 21 problems were checked and reformed, 3 difficult appeals were solved, 1 illegal act was found, 1 case was filed and closed, and a fine of 38.4 million yuan was imposed.
Second, efforts should be made to fight against ozone. Steadily improve the comprehensive treatment of volatile organic compounds (VOCs), establish a list of emission sources, and complete the investigation and remediation of pollution sources. Oil and gas recovery devices have been installed in 32 gas stations in the prefecture, and photo-oxygen waste gas purification equipment has been installed in 33 plastic products and drip irrigation belt processing enterprises.
Third, we will continue to fight for pollution control of diesel trucks. The access system for fuel consumption of operating vehicles has been strictly implemented, and seven motor vehicle emission inspection agencies have been connected to the vehicle exhaust detection data network, and all emission inspection agencies have achieved standardized networking. Speed up the elimination and renewal of old urban passenger vehicles with high fuel consumption and old condition. Up to now, there are 114 pure electric new energy buses, 104 oil and gas dual-fuel clean energy vehicles and 1031 taxis (10 pure electric taxis and 1021 oil and gas dual-fuel clean energy vehicles).
Fourth, strengthen the control of atmospheric non-point source pollution. Efforts should be made to control dust at construction sites, carry out dust pollution prevention and control actions, carry out special law enforcement inspections on construction, storage yards and bare ground, and urge the rectification of 112 dust pollution sources. To formulate and issue the Notice on Strengthening the Supervision of Crop Straw and Waste Incineration, carry out the supervision and management of straw burning ban and waste incineration in spring, and strictly implement the supervision requirements of crop straw and waste incineration. Steadfastly promote the comprehensive utilization of straw. In 2022, 1.6466 million tons of straw will be produced, 1.5118 million tons of straw will be collected, 1.4556 million tons will be utilized, and the comprehensive utilization rate will be 96.29%.
