The proposed project is located in Zibo Building Material Industrial Zone, Fengshui Town, Zibo Economic Development Zone (in the factory area of Zibo Zhongchang Special Cement Co., Ltd.). The total investment of the project is 56 million yuan, including 500000 yuan for environmental protection. It covers an area of 2000 square meters and belongs to a new project. After the completion of the project, the annual output of 42.5 grade cement will be 1.2 million tons.

Zibo Zhongchang Special Cement Co., Ltd. plans to construct the "Cement Preparation Station Project". The proposed project is located in Zibo Building Material Industrial Zone, Fengshui Town, Zibo Economic Development Zone (in the factory area of Zibo Zhongchang Special Cement Co., Ltd.). The total investment of the project is 56 million yuan, including 500000 yuan for environmental protection. It covers an area of 2000 square meters and belongs to a new project. The main raw and auxiliary materials are 52.5 cement, fly ash, mineral powder, limestone, gypsum powder, etc. The main production equipment is microcomputer batching equipment, mixer, packaging machine, bulk machine, elevator, silo, etc. The raw materials are made into products through the processes of batching, mixing and packaging. After the completion of the project, the annual output of 42.5 grade cement will be 1.2 million tons.
Main environmental impacts and countermeasures and measures to prevent or mitigate adverse environmental impacts:
(I) During the operation of the project, the existing environmental protection laws and regulations must be strictly observed, and management must be strengthened to ensure the normal operation of environmental protection facilities and the stable discharge of pollutants up to the standard.
(II) During the operation period of the project, the production must be carried out in a closed workshop. The breathing waste gas produced by the raw material silo is collected by the top pipeline of the silo, treated by the bag-type dust collector, and discharged through a 25m exhaust funnel P1. The dust from the microcomputer batching and mixing is treated by the bag-type dust collector, and discharged through a 15m exhaust funnel P2; Breathing waste gas generated by the product silo is collected by the top pipeline, treated by the bag-type dust collector, and discharged through a 25m exhaust funnel P3; dust generated by the bulk packaging process is treated by the bag-type dust collector, and discharged through a 15m exhaust funnel P4. The unorganized emission of uncollected waste gas can be reduced by strengthening the device, workshop sealing, production management and other measures. The emission concentration of organized particulate matter shall comply with the emission concentration limit of "key control area" in Table 2 of the Emission Standard of Air Pollutants for Building Materials Industry (DB 37/2373-2018), and the emission rate shall comply with the requirements of the secondary emission standard limit in Table 2 of the Integrated Emission Standard of Air Pollutants (GB16297-1996); The unorganized emission shall be subject to the unorganized emission limit of "cement industry" in Table 3 of the Emission Standard of Air Pollutants for Building Materials Industry (DB37 2373-2018).
(3) During the operation period of the project, the water used for vehicle cleaning shall be reused after sedimentation in the sedimentation tank, and shall not be discharged.
(4) The noise during the operation period of the project is mainly generated by the operation of mechanical equipment. Low-noise equipment shall be preferred, and high-noise facilities shall be provided with shock absorption, noise elimination and sound insulation measures and reasonably arranged. The ambient noise around the plant boundary shall meet the requirements of Class II standard in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).
(V) During the operation period of the project, the dust collected by the dust collector and the sludge from the sedimentation tank will be reused for production; the waste bags will be recycled by the manufacturer. A complete record account shall be established for solid waste transfer. The temporary storage of general solid wastes must meet the requirements of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes (revised in 2020) and the Guidelines for the Establishment of Accounts for the Management of General Industrial Solid Wastes (Trial Implementation).
(6) The discharge of major pollutants of the project shall be controlled within the total amount control index confirmed by the project, and the pollutant discharge permit shall be applied for before the start of production facilities or the actual discharge of pollutants in strict accordance with the relevant requirements of the Regulations on the Administration of Pollutant Discharge Permits and the Catalogue of Classified Management of Pollutant Discharge Permits for Fixed Pollution Sources.
(7) The organized exhaust funnel shall be provided with permanent monitoring and sampling holes and sampling platforms in accordance with the requirements of the specifications. On-line monitoring facilities must be installed if the installation requirements of on-line monitoring are met.
(8) The raw material storage area, product storage area and production and processing area shall be clearly demarcated without cross operation, and no articles shall be placed in the passage line to obstruct the passage.
(Nine) strengthen environmental risk prevention measures. Your company should carry out safety risk identification management for environmental protection facilities and production facilities during construction and operation period. According to the environmental risk assessment, environmental contingency plan and the actual construction of the plant, master all risk sources and corresponding emergency measures of the plant, hold emergency drills regularly every year; strengthen environmental risk management, implement dynamic management of risk assessment, ensure that the accident immediately enters the emergency state, and ensure environmental safety.
(10) Strengthen environmental protection publicity and education, formulate environmental protection management system, set up environmental protection publicity boards; set up environmental protection graphic signs and environmental protection treatment facilities signs according to relevant requirements. Implement the environmental management and monitoring plan proposed in the report.
(11) Strengthen the mechanism of environmental information disclosure and public participation. In accordance with the relevant requirements of information disclosure, we should establish a sound information disclosure system, regularly release environmental information of enterprises, and take the initiative to accept social supervision. Strengthen communication with the surrounding public, solve the environmental problems raised by the public in time, and meet the reasonable environmental demands of the public.
Publicity requires that the company must strictly implement the "three simultaneous" system of simultaneous design, construction and operation of supporting environmental protection facilities and main projects. After the completion of the project, the completion of environmental protection acceptance must be carried out in accordance with the prescribed procedures. If the nature, scale, location, production process or measures to prevent pollution and ecological damage of the project have changed significantly, the environmental impact assessment documents shall be re-submitted for approval.
