In order to further strengthen the supervision and management of green mines and do a good job of regular supervision on the basis of "looking back", in accordance with the relevant requirements of "double randomness and one openness", we are now deploying to carry out spot checks and verifications of green mines in 2023. The relevant matters are notified as follows.

The proportion of green mines included in the national, provincial, municipal and county lists shall not be less than 20%. Combining with the needs of mineral resources management, we should carry out key checks on green mines with open-pit mining, problematic clues and "looking back" rectification requirements.
2. The competent departments of natural resources
of the provinces (autonomous regions and municipalities) shall be responsible for organizing spot checks and verifications of green mines at all levels within their respective administrative areas, and the Ministry shall organize economic research institutes and other units to be directly responsible for the verification of some state-level green mines. All localities can carry out simultaneous deployment in conjunction with the work of on-the-spot verification of mining rights holders'exploration and mining information publicity.

Each province (autonomous region and municipality) shall select management personnel, business support personnel and experts who are familiar with the green mine standard policy to form a verification team with 3-5 persons in each group. The team leader shall have a senior technical title or an administrative rank at or above the department level. Provinces with a large number of green mines can be checked in groups.
4. On-the-spot verification shall be carried out
in accordance with the requirements of nine industry standards and evaluation indicators, such as the Code for Green Mine Construction in Non-ferrous Metals Industry. Focus on checking the legal compliance of mines, mine appearance, resource exploitation, comprehensive utilization, ecological restoration, standardized management and other green mine construction. In the process of verification, the key areas of the mine (mine appearance, mining area, ecological restoration area, etc.) And key equipment should be recorded truthfully, the verification images should be recorded synchronously, the archives should be kept well, and the green mine verification report should be formed according to the province.
5. On-site verification of verification results
should give clear conclusions for each mine, put forward suggestions for rectification measures for existing problems, and clearly remove conclusions that do not meet the requirements of green mine standards. At the end of the verification work, it is necessary to complete the processing of the verification results in a timely manner, urge the mines with problems to strengthen rectification, and remove those that do not meet the requirements of the standards from the list in a timely manner.
6. The competent departments of natural resources of all provinces (autonomous regions and municipalities) are
requested to complete the field verification and processing work before November 30, 2023, and submit the national green mine verification record form, image data and verification report to the Department of Mineral Protection of the Ministry.
7. Other requirements
(1) The competent departments of natural resources of all provinces (districts and municipalities) are requested to make full arrangements for their work and carry out timely verification work.
(2) All localities should strengthen the implementation of responsibilities, strictly check and verify the requirements, and put an end to such phenomena as lax checks and fraud.
(3) Inspectors must strictly abide by the spirit of the Eight Provisions of the Central Committee and its implementation rules, shall not put forward requirements unrelated to the verification work during the verification period, shall comply with the safety production management requirements of mining enterprises, and shall not affect their normal production operations.
