To promote the high-quality development of cement industry in our province, this plan is formulated in accordance with the "14th Five-Year Plan for the Development of Raw Material Industry" (Ministry of Industry and Information Technology Joint Regulation [2021] 212) and the Notice on Issuing the Implementation Plan of Carbon Peak in the Industrial Field (Ministry of Industry and Information Technology Joint Regulation [2022] 88), and in combination with the actual situation of our province.
First, the overall goal
is to continuously improve the level of clean energy and green manufacturing in the cement industry and comprehensively promote the high-quality development of the cement industry, guided by the goal of carbon peak and carbon neutralization, focusing on reduction replacement, energy-saving transformation and digital empowerment. By the end of 2025, the total output of cement will be controlled below 120 million tons, and the clinker production capacity will be reduced by 8% from 52 million tons to less than 48 million tons; The comprehensive energy consumption per unit product of clinker decreased by 5% from 106.9 kg of standard coal per ton to 101.
2. Main tasks
(1) Strictly control the production capacity of cement clinker. Revise and issue the Implementation Measures for Capacity Replacement of Cement Glass Industry in Zhejiang Province, strictly prohibit the filing and construction of new cement clinker projects to expand production capacity, and the replacement ratio of general cement clinker withdrawal capacity and construction capacity from 1. Focus on reducing cement clinker production capacity in areas where limestone resources are scarce and air quality is poor, and support clinker production enterprises outside the province. Encourage the transfer of production capacity to key construction areas identified by the province. We will further study and implement the integration and withdrawal plan for cement clinker production lines of 2500 tons per day or less, and the joint efforts of provinces, cities and counties will be promoted annually. By the end of 2025, 8 clinker production lines with a capacity of 2500 tons per day or less will be replaced, merged and reorganized, and the original site will be demolished and constructed. Municipalities should strictly control the production capacity of new cement grinding according to the actual situation of local market, resources (energy) and ecological environment. (2) Accelerate the improvement of energy efficiency. To improve the access threshold of clinker projects, the energy consumption per unit product of new projects must meet the Grade 1standard stipulated in GB16780-2021. We will carry out technical transformation of existing projects without expanding production capacity, support and promote single second-generation technical transformation of energy saving and emission reduction such as low nitrogen combustion technology and roller press final grinding technology in cement clinker production lines, and promote the implementation of more than 100 comprehensive technical transformation projects of energy saving and carbon reduction in cement enterprises every year. By the end of 2025, the proportion of comprehensive energy consumption per unit product of cement and clinker reaching the national level 1 (benchmark) standard capacity will reach more than 50%. (III) Accelerate intelligent upgrading . We will encourage the development and application of advanced process control systems based on data-driven, mechanism models, empirical models and simulation models, and establish dynamic scheduling of the whole process for key links in cement production, such as raw material feeding, reaction process, quality control, pollutant discharge and energy consumption. Explore the implementation of fuel substitution, accelerate the research and development of new technology and equipment for burning cement clinker with hydrogen and electric energy, promote the high calorific value, low cost and standardized pretreatment of alternative fuels, and enhance the coal substitution rate in cement industry. (VII) Rectify high-consumption and low-efficiency enterprises . (IX) Organize peak-shifting production in the industry. 3. Safeguard measures
(1) Strengthen overall coordination. Provincial Economic and Credit Department, Provincial Development and Reform Commission, Provincial Department of Ecological Environment, Provincial Market Supervision Bureau, Provincial Energy Bureau and other departments should strengthen communication and cooperation, and strengthen supervision and guidance in accordance with the division of responsibilities. Relevant departments around the country should focus on ensuring the elements and promote the implementation of the action plan in accordance with the law and regulations. Jinhua, Quzhou and other areas where 2500 tons/day cement clinker production lines are concentrated should further study and refine the local reduction replacement scheme, strengthen mutual cooperation and ensure the smooth implementation of the scheme.
(Two) increase fiscal and taxation support. We will co-ordinate relevant provincial-level special funds, focus on supporting energy-saving and carbon-reducing technological transformation in the cement industry, and give priority to central and provincial special funds for projects listed in the central air pollution prevention and control project reserve and provincial key energy-saving and carbon-reducing technological transformation project plans. Cement ultra-low emission renovation projects are encouraged to declare the central reserve of air pollution prevention and control projects, and priority is given to the support of relevant special funds. All localities should co-ordinate special funds related to industry and information technology, and strengthen support for cement industry transformation projects. We will implement preferential fiscal and taxation policies for environmental protection, energy and water conservation, and comprehensive utilization of resources.
(3) Do a good job in guiding public opinion. Make full use of government departments, industry associations, news media and other channels to strengthen policy interpretation and public opinion guidance, and convey the firm determination of the cement industry in our province to comprehensively promote energy conservation, carbon reduction and green development. Select enterprises with outstanding energy efficiency level and outstanding rectification effect, publish the list of energy efficiency "leaders" in time, form a number of typical cases that can be used for reference, replicated and promoted, and publicize and promote them in time.
(4) Strengthen supervision and assessment. Incorporate the carbon peak work of cement industry into the assessment system of carbon peak and carbon neutralization work, implement territorial responsibility, and seriously deal with such acts as compliance, fraud and deception in accordance with the law and regulations. Strengthen energy-saving law enforcement, focus on key enterprises and key energy-using equipment, and strengthen supervision and supervision of the implementation of energy-saving laws and regulations and mandatory energy-saving standards. Strengthen the system of interview and notification, and hold accountable the departments and units that fail to implement it.
