We will intensify structural adjustment and layout optimization in areas with serious pollution, accelerate the withdrawal of backward and excess capacity in key industries, and completely shut down and withdraw coke ovens with a height of 4.3 meters and other coke ovens that fail to meet the requirements of ultra-low emissions by the end of 2023. Phase out blast furnaces of less than 1200 cubic meters, converters of less than 100 tons, stepping sintering machines, pellet shaft furnaces and semi-enclosed silicomanganese, ferronickel, high-carbon ferrochrome and high-carbon ferromanganese electric furnaces. We will accelerate the relocation, transformation or closure of heavily polluting enterprises such as iron and steel, coking, cement and chemical industries in urban (including county) built-up areas in accordance with the law, and implement more stringent differentiated control measures for heavily polluting enterprises in urban (including county) built-up areas. New production capacity of iron and steel, oil refining, electrolytic aluminium, cement and flat glass (excluding photovoltaic glass) is
strictly prohibited, and the total coking capacity of the province is controlled within 40000 tons 14372. In addition to capacity replacement projects and "two high" projects that fall within the scope of the 2021 classified disposal list, Taiyuan and its surrounding areas will no longer approve new steel, coking and cement projects . Strict environmental access for coking projects, coking projects under construction and proposed should be designed, constructed and operated in accordance with the level of energy efficiency benchmarking and the requirements of in-depth governance.
Focus on key energy-using industries such as iron and steel, non-ferrous metals, building materials, coking and chemical industries, promote high-efficiency energy-saving technologies, processes and equipment, carry out energy-saving technological transformation, and improve the level of industrial energy-saving and energy efficiency. We will implement mandatory cleaner production audits for "double super, double high energy consumption" enterprises in accordance with the law, carry out cleaner production transformation in key industries, and promote a number of key enterprises such as coal mining, coal-fired power generation and coking to reach the leading level in China. We will implement the state's requirements for reducing production capacity in the iron and steel and coking industries, and gradually reduce the number of independent sintering and hot rolling enterprises. We will vigorously support the development of short-process steelmaking in electric furnaces, implement policies such as differential capacity replacement and environmental protection management for all scrap electric furnace steelmaking projects, encourage qualified long-process iron and steel enterprises to transform locally and develop short-process steelmaking in electric furnaces, and create conditions for long-process iron and steel enterprises in urban built-up areas to take the lead in promoting short-process steelmaking, 2025 and 2030. The proportion of short process steelmaking will strive to increase to more than 5% and 10% respectively. We will accelerate the substitution of raw materials and fuels in the cement industry, encourage enterprises to increase the proportion of industrial solid wastes such as fly ash, steel slag and red mud in cement raw materials, and support a high proportion of combustible wastes such as refuse derived fuels, plastics, rubber and biomass fuels to replace coal. Promote high efficiency and low carbon technology, accelerate the development of secondary non-ferrous metal industry, encourage electrolytic aluminum enterprises to develop secondary aluminum industry, and the output of secondary aluminum will reach 500000 tons in 2025. Promote the deep coupling development of smelting by-product energy resources with building materials, petrochemical and chemical industries. Enterprises in key industries are encouraged to explore multi-pollutant and greenhouse gas collaborative control technologies and carry out collaborative innovation. Promote the application of carbon capture, utilization and storage technology in the industrial field.
By 2025, the province will strive to promote more than 100 key enterprises to carry out collaborative innovation in pollution reduction and carbon reduction, and create "double near-zero" emission benchmarking enterprises.
