Phase out blast furnaces of less than 1200 cubic meters, converters of less than 100 tons, stepping sintering machines, pellet shaft furnaces and semi-enclosed silicomanganese, ferronickel, high-carbon ferrochrome and high-carbon ferromanganese electric furnaces. We will implement the state's requirements for reducing production capacity in the iron and steel and coking industries, and gradually reduce the number of independent sintering and hot rolling enterprises. We will vigorously support the development of short-process steelmaking in electric furnaces, implement policies such as differential capacity replacement and environmental protection management for all scrap electric furnace steelmaking projects, encourage qualified long-process iron and steel enterprises to transform locally and develop short-process steelmaking in electric furnaces, and create conditions for long-process iron and steel enterprises in urban built-up areas to take the lead in promoting short-process steelmaking, 2025 and 2030. The proportion of short process steelmaking will strive to increase to more than 5% and 10% respectively. We will accelerate the substitution of raw materials and fuels in the cement industry, encourage enterprises to increase the proportion of industrial solid wastes such as fly ash, steel slag and red mud in cement raw materials, and support a high proportion of combustible wastes such as refuse derived fuels, plastics, rubber and biomass fuels to replace coal. Promote high efficiency and low carbon technology, accelerate the development of secondary non-ferrous metal industry, encourage electrolytic aluminum enterprises to develop secondary aluminum industry, and the output of secondary aluminum will reach 500000 tons in 2025. Promote the deep coupling development of smelting by-product energy resources with building materials, petrochemical and chemical industries. Enterprises in key industries are encouraged to explore multi-pollutant and greenhouse gas collaborative control technologies and carry out collaborative innovation. Promote the application of carbon capture, utilization and storage technology in the industrial field.

By 2025, the province will strive to promote more than 100 key enterprises to carry out collaborative innovation in pollution reduction and carbon reduction, and create "double near-zero" emission benchmarking enterprises.
