According to the requirements of the Ministry of Ecology and Environment's "14th Five-Year Plan for the Construction of Comprehensive Administrative Law Enforcement Teams for Eco-environmental Protection" and the 2023 Law Enforcement Training Program, from May 24 to 26. Anhui Provincial Department of Ecology and Environment held practical training on environmental law enforcement in cement industry in Wuhu Conch Cement Co., Ltd., a provincial training base for ecological environment law enforcement. The training adopts the teaching method of "centralized teaching + on-site practice", which includes theoretical explanation, on-site teaching, simulated law enforcement, exchange and discussion, etc.
Carefully arrange theoretical courses. The training course invites experts from Hefei College to teach the key points of post-discharge management and law enforcement in cement industry, invites environmental protection experts from Wuhu Conch Cement Co., Ltd. to teach the production process of cement industry, the characteristics of pollutant discharge, the environmental management of cement industry and the related technologies of pollution reduction and emission reduction, and invites outstanding individuals from the national law enforcement training. The key points of on-site inspection of environmental law enforcement in cement industry were shared, and the theoretical basis and professional knowledge of the trainees were strengthened. On-site teaching in
enterprises. Under the leadership of Wuhu Conch technical specialist, the trainees went to the mine production line, cement clinker production line, cement production site and cargo terminal for on-site observation and study. At the mine production site, the trainees observed the stepped dust suppression mining technology, dust prevention and control of mine road, and ecological restoration technology of mine and slope. At the head and tail of the fifth line kiln, the trainees learned the pollutant prevention and control technology of "bag dust collection + precise denitrification + SNCR + SCR + wet desulfurization" and the online monitoring operation; At the cargo terminal, the trainees learned about rainwater collection and treatment facilities, cement grinding production process and shipping wastewater treatment system. After a series of on-site learning, the trainees'perception of the production process of cement enterprises and the operation of pollution prevention and control facilities was strengthened.
Group simulation of on-site law enforcement. This training has set up a simulated law enforcement link. Every two trainees are organized into a group, wearing law enforcement recorders, using relevant law enforcement equipment, on-site inspection of automatic monitoring equipment and operation and maintenance accounts, as well as environmental protection procedures such as environmental assessment and emission permits, collecting parameters and historical data of automatic monitoring facilities, and investigating the problems of pollution prevention and environmental management of enterprises. Through on-site practical exercises in enterprises, the trainees'ability to discover and solve environmental problems has been strengthened.
Exchange and discuss and learn from each other. The trainees cross-evaluate the law enforcement transcripts, quantify the scores, check each other's problems and find out the shortcomings, so as to achieve the purpose of learning from each other. Ni Cai of Ma'anshan City, Chen Ang of Huainan City and Li Jin of Bengbu City, as representatives of the trainees, agreed that the training was rich in content, unique in form, close to the reality of front-line law enforcement, and really learned the "real, real and hard measures" of law enforcement in the cement industry, which helped to improve the ability and level of law enforcement in the ecological environment.
