The Federal Network Agency (Bundesnetzagentur) said that according to linear extrapolation, about 1.56 GW of photovoltaic capacity would need to be added every month to achieve this goal. K Körnig stressed that in order to achieve ideal solar energy utilization, about 30% more solar power systems will need to be installed each year for the next four years than in the previous year.

The association's assessment shows that one third of Germany's photovoltaic capacity is installed in private and commercial buildings, as well as open land. The federal government plans to deploy half of the total target of 215 GW on rooftops and open spaces.
