In view of the implementation of two-part tariff for industrial and commercial users (including market-oriented and agent power purchasing users), centralized charging and replacement facilities for electric vehicle, and peak-valley time-sharing tariff for power storage in Guizhou power supply area, the peak-valley period will be divided into peak, flat and valley periods of 8 hours each, and the peak-valley period will be divided into peak, flat and valley periods. In order to implement the national green development requirements, give full play to the role of electricity price signals in guiding the optimal allocation of power resources, better serve the construction of new power systems with new energy as the main body, promote the green and low-carbon development of energy, and improve the operation efficiency of power systems, According to the Notice of the National Development and Reform Commission on Further Perfecting the Time-of-Use Electricity Price Mechanism (Development and Reform Price [2021] 1093) and other relevant provisions, combined with the actual changes in the power supply situation in our province. The notice on improving the time-of-use electricity price in our province is as follows:

I. Expanding the scope

of implementation The industrial and commercial users (including market-oriented and agent power purchasing users), electric vehicle centralized charging and switching facilities, and electric energy storage in the power supply area of our province that implement the two-part electricity price system shall implement the peak-valley time-of-use electricity price. Among them, public service electricity such as electrified railway traction, urban public transport, schools, hospitals, tap water production, urban and rural sewage treatment plant production, sewage pumping station production, garbage harmless treatment plant (yard) production, garbage transfer station production and so on does not implement peak-valley time-of-use electricity price.

2. Optimize the division

4. Improve the settlement method

Profit and loss of peak-valley time-sharing electricity price of the month = peak-valley profit and loss of agent power purchasing user + peak-valley profit and loss of market transaction user. Among them, the peak-valley profit and loss of the agent power purchasing user in the current month = ∑ (the peak electricity quantity of the current month × the peak electricity price + the average electricity quantity of the current month × the average electricity price + the valley electricity quantity of the current month × the valley electricity price)-∑ the average electricity price of the current month × the electricity consumption of the agent power purchasing user in the current month; The peak-valley profit and loss of the market transaction user in the current month = ∑ (the electricity quantity in the peak section of the current month × the electricity price in the peak section + the electricity quantity in the average section of the current month × the electricity price in the average section + the electricity quantity in the valley section of the current month × the electricity price in the valley section)-∑ the electricity price in the average section of the current month × the electricity consumption of the market transaction user in the current month.

5. Other matters

(1) Users who implement peak-valley time-of-use electricity prices must install time-of-use metering devices to measure electricity consumption in peak, valley and flat sections respectively. Power grid enterprises should pay close attention to the commissioning of metering devices, and before the commissioning of user metering devices is completed, the division of peak and valley periods shall be temporarily implemented in accordance with the original relevant provisions.

(2) If an independent energy storage power station transmits electricity to the power grid, its corresponding charging capacity shall not bear the transmission and distribution price, government funds and additional charges.

(3) By December 31, 2025, the basic electricity charges for centralized charging and replacement facilities for electric vehicle will be exempted.

(4) For users who implement the policy of peak-valley time-of-use electricity price, if the metering device is not at the boundary of property rights, the loss of transformers and lines shall be calculated by converting the electricity quantity of each period into the electricity quantity of each period according to the proportion of the electricity quantity of each period of peak-valley. Power factor adjustment of electricity charges is based on the method of power factor adjustment of electricity charges stipulated by the state, which is based on the electricity charges (deducting government funds and surcharges) and basic electricity charges after the implementation of peak-valley fluctuation by users.

6. Relevant requirements

(1) Municipal (state) development and reform departments shall, in accordance with the requirements of this circular, carefully organize, carefully arrange and strengthen publicity to ensure the full implementation of the requirements of this circular. Effectively strengthen business guidance and urge incremental distribution network enterprises to implement the provisions of this circular.
