On June 6, the Housing and Urban-Rural Construction Department of Hubei Province issued the Notice on the Renovation of Unqualified Ready-mixed Concrete Enterprises.
The notice shows that in order to standardize the production and operation of ready-mixed concrete enterprises in the whole province, ensure the quality and safety of projects, and promote the healthy, orderly and high-quality development of the industry, it is decided to carry out the renovation work of unqualified ready-mixed concrete enterprises in the whole province (hereinafter referred to as the "renovation work"), and the relevant matters are hereby notified as follows.
1. Within the scope
of renovation, there are no qualified ready-mixed concrete enterprises within the administrative jurisdiction, excluding self-built concrete mixing stations for transportation, water conservancy and other professional projects and self-built concrete mixing stations for cement products (prefabricated) enterprises.
2. Work arrangement
(1) Investigation and investigation. The competent departments of housing construction in cities and prefectures shall, according to the clues found out in the early stage, find out the base number of ready-mixed concrete enterprises within their jurisdiction (including counties, cities and districts) that have not obtained qualifications to engage in production and operation activities, set up accounts, fill in the List of Unqualified Ready-mixed Concrete Enterprises, and report to the Provincial Office
of Science, Technology and Energy Conservation (II) for special rectification before June 15. The competent departments of housing construction in cities and prefectures shall carry out targeted special renovation according to the actual situation of unqualified ready-mixed concrete enterprises within their jurisdiction. If the conditions for rectification are met, it is necessary to guide and urge the rectification within a time limit; if the conditions for rectification are not met, it is necessary to make an announcement on the website or media of the competent department before June 26. It is strictly forbidden to use ready-mixed concrete produced by unqualified ready-mixed concrete enterprises in municipal housing projects under construction. According to the arrangement, timely report to the local government for support, and jointly with relevant departments for disposal according to regulations. Municipalities and prefectures will report the renovation work to the Provincial Science and Technology Energy Conservation Office before June 30.
(3) Supervision and inspection. This month, the Provincial Housing and Construction Department will adopt the "four not two straight" approach to supervise and inspect the development of the renovation work in various places, and organize an exchange of the results of the renovation work at the end of June.
3. Work requirements
(1) Strengthen organizational leadership. Municipal and state housing and construction authorities should attach great importance to the renovation work of unqualified ready-mixed concrete enterprises, clarify the corresponding institutions and liaison officers, carefully arrange the deployment, clarify the division of responsibilities, and timely promote the implementation of the renovation work in accordance with the principle of territorial management. The list of liaison officers for renovation work in cities and prefectures shall be submitted to the Provincial Office of Science, Technology and Energy Conservation before June 7.
(2) Strengthen coordination and control. The competent departments of housing and construction in cities and prefectures should actively contact the departments of natural resources, environmental protection, market supervision and public security, establish a linkage working mechanism, coordinate and cooperate with each other, work together to form a joint effort to rectify the unqualified "scattered and dirty" ready-mixed concrete mixing stations that do not conform to urban and rural land use planning and industrial development planning. Unqualified ready-mixed concrete mixing stations that refuse to rectify serious violations of laws and regulations shall be shut down and banned in accordance with the law. At the same time, we should intensify the investigation and punishment of the use of ready-mixed concrete produced by unqualified ready-mixed concrete enterprises in municipal housing projects under construction, and impose heavier penalties in accordance with the law.
(3) Ensuring the effectiveness of work. The Provincial Housing and Construction Department will report on the development of the renovation work in various places, praise and affirm the obvious results of the work, criticize the lagging progress of the work, inadequate promotion, fraud and omission of underreport, and incorporate the renovation work into the annual target responsibility assessment of building energy conservation and green buildings, so as to improve the renovation work. Abolish the provincial building energy efficiency award instead of subsidy funds.
(4) Open channels for reporting. The competent departments of housing construction in cities and prefectures should unblock the channels for reporting letters and visits from unqualified ready-mixed concrete enterprises, and accept social supervision by setting up reporting telephones and e-mail boxes. Complaints involving unqualified pre-setback concrete enterprises should be investigated and verified in time and handled in accordance with regulations.
