IV. Hearing Participants and Generation Method
(I) Moderator (1): Designated by China Building Materials Industry Planning and Research Institute.

(IV) Supervisor (1 person): determined by the Provincial Department of Industry and Information Technology in consultation with the Provincial Development and Reform Commission.
(V) Relevant personnel of administrative organs: representatives of the Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, the Bureau of Industry and Information Technology, the Development and Reform Commission and other departments where the project is located.
(VI) Legal worker (1): determined by the Industry and Information Technology Department in consultation with the Development and Reform Commission.
(VII) Hearing representatives:
1. Industry experts: 9, who shall be randomly selected or recommended by the organizer in consultation with the entrusting party within 3 days before the meeting. Among them, there are at least one expert in the fields of policy, market, technology, environmental assessment, energy assessment and economy.
2. Stakeholder representatives: the quota is 5, which will be selected through open and voluntary registration. When the number of applicants exceeds the planned number, they will be selected randomly.
3. Representatives of the general public: 4, selected through open and voluntary registration. When the number of applicants exceeds the planned number, they will be selected randomly.
(VIII) Observers: 5 persons shall be selected through voluntary application. If the number of applicants exceeds the planned number, they shall be selected randomly.
