on organizing the hearing on the project of 2 * 1200 tons/day photovoltaic glass production line of Lanzhou Blue Sky Float Glass Co., Ltd. is to implement the spirit of documents such as the Notice of the Ministry of Industry and Information Technology on the Issuance of Measures for the Implementation of Capacity Replacement in the Cement Glass Industry (Ministry of Industry and Information Technology, original [2021] 80). To standardize the construction of photovoltaic rolled glass projects, we should refer to the relevant provisions of the hearing system of the state and Gansu Province. Gansu Provincial Department of Industry and Information Technology and Gansu Development and Reform Commission entrusted China Building Glass and Industrial Glass Association to organize a hearing on the project of 2 * 1200 tons/day photovoltaic glass production line of Lanzhou Blue Sky Float Glass Co., Ltd. The relevant matters are hereby announced as follows:
I. Hearing Matters
To hear opinions and suggestions from all sides on the construction necessity, technological advancement, energy consumption level, environmental protection level and market prospects of the 2 × 1200 tons/day photovoltaic glass production line project of Lanzhou Lantian Float Glass Co., Ltd. (See Annex 1 for details).
2. Time and place
of hearing (1) Time: late February 2023 (the specific time will be notified separately).
(II) Location: Lanzhou City, Gansu Province (the specific location will be notified separately).
3. Hearing organization unit
: China Building Glass and Industrial Glass Association.
4. The participants of the hearing and the method
of production (1) The presiding officer of the hearing (1 person): to be agreed upon by the organizing unit and the entrusting party.
(II) Hearing recorder (1 person): appointed by the presiding hearer.
(III) Hearing presenter (1 person): Lanzhou Lantian Float Glass Co., Ltd.
(IV) Hearing supervisor (1 person): appointed by Gansu Provincial Department of Industry and Information Technology and Gansu Provincial Development and Reform Commission.
(5) Relevant personnel
of the administrative organs, Gansu Provincial Department of Industry and Information Technology, Gansu Provincial Development and Reform Commission, and representatives of the administrative organs of the departments of industry and information technology, development and reform where the project is located.
(VI) Hearing representatives
1. Industry experts: 9, randomly selected or recommended by the organizer and the client within 3 days before the meeting. Among them, there are at least one expert in the fields of policy, market, technology, environmental assessment, energy assessment and economy.
2. Stakeholder representatives: the quota is 5, which is selected through open and voluntary registration. When the number of applicants exceeds the planned number, it will be selected randomly.
3. Representatives of the general public: 4, selected through open and voluntary registration. When the number of applicants exceeds the planned number, they will be selected randomly.
4. Legal worker: 1 person, to be determined by the organizing unit and the entrusting party.
(VII) Observers: 5 persons shall be selected through voluntary application. If the number of applicants exceeds the planned number, they shall be selected randomly.
5. Registration time, deadline and method
(1) Registration time: February 3 to February 9, 2023.
(II) Registration method: Download the registration form in Annex 2 of this announcement from the official website of Gansu Provincial Department of Industry and Information Technology, fill it in and send it to China Architectural Glass and Industrial Glass Association (please send it to the following two mailboxes at the same time). Applicants are requested to fill in the personal information specified in the application form truthfully as required (with a copy of ID card for on-site verification).

6. Notice of
the hearing (1) Participants in the hearing should be honest, self-disciplined, realistic, strictly abide by the spirit of the Eight Provisions of the Central Committee, adhere to principles and maintain fairness and impartiality.
(2) The participants in the hearing shall abide by the discipline of the meeting place, obey the arrangement of the meeting, and shall not have any acts that affect the normal convening of the hearing.
(3) The participants in the hearing should speak concisely and clearly, and the content of the speech should focus on the project itself.
(4) If affected by force majeure, the hearing will be held online and offline.
