Recently, the National Development and Reform Commission and the National Energy Administration issued a circular on the issuance of the Measures for Power Load Management (2023 edition). It is mentioned in
the Measures that
the annual orderly power consumption plan should be prepared according to the order of peak staggering, peak avoidance and power limitation. Power limitation measures shall not be abused in the orderly power consumption scheme to affect the normal order of social production and life. No undifferentiated and orderly use of electricity shall be carried out for power users in the name of the evaluation and assessment of the responsibility of national and local energy-saving objectives.
The formulation of an orderly power consumption plan shall focus on restricting the following power consumption:
(1) projects built or under construction in violation of regulations;
(2) enterprises in the category of elimination and restriction in the catalogue of industrial restructuring;
(3) Enterprises whose energy consumption per unit product is higher than national or local mandatory energy consumption quota standards;
(4) Landscape lighting and lighting projects;
(5) Other enterprises with high energy consumption, high emission and low level. According to the benchmark level and benchmark level of energy efficiency in key areas of high energy-consuming industries, priority should be given to restricting the electricity demand of enterprises whose energy efficiency level is lower than benchmark level.
