On February 7, the official website of the Department of Industry and Information Technology of Xinjiang Uygur Autonomous Region issued an announcement on the manufacturing project of ultra-thin and highly transparent photovoltaic glass for new energy equipment with an annual output of 1.5 million tons of Hesheng Silicon Industry Co., Ltd. in central Xinjiang. The announcement said that according to the risk warning opinions of the Ministry of Industry and Information Technology and the National Development and Reform Commission, combined with the hearing opinions, the Department of Industry and Information Technology of the Xinjiang Autonomous Region and the Development and Reform Commission of the Xinjiang Autonomous Region issued the risk warning opinions of the Ministry of Industry and Information Technology and the National Development and Reform Commission from January 9 to January 28, 2023. The annual output of 1.5 million tons of ultra-thin and highly transparent photovoltaic glass manufacturing project for new energy equipment of Hesheng Silicon Industry Co., Ltd. in central Xinjiang was publicized, and there was no objection during the publicity period.
According to the public information, the project is located in Ganquanbao Industrial Park, Xinjiang, with a design capacity of 4400 tons per day (2 × 1000t/d + 2 × 1200t/d), using the world's first 1000t/d oxygen kiln created by Qinhuangdao Glass Industry Research and Design Institute. It is designed as one kiln with five lines (four kilns with twenty-two lines), large-scale energy-saving melting kiln and intelligent chemical plant technology. The main management personnel all come from the experienced elites of various manufacturers to absorb the successful experience of the industry, so as to ensure that the project can reach the production standard as soon as possible in the early stage of production.
According to the previous announcement on organizing a hearing on the manufacturing project of ultra-thin and highly transparent photovoltaic glass for new energy equipment with an annual output of 3 million tons (in two phases) of Hesheng Silicon Industry Co., Ltd. in central Xinjiang, the approved 1.5 million tons photovoltaic project belongs to the first phase of Hesheng Silicon Industry's photovoltaic glass project, which is scheduled to be ignited and put into operation in May this year. The company's layout at the photovoltaic glass end will be initially completed.
In fact, the pace of Hesheng Silicon Industry's sprint to the photovoltaic field has already begun. In December 2021, Hesheng Silicon Industry signed an investment framework agreement with the government of Urumqi, Xinjiang, and planned to invest 35.5 billion yuan to build a 100 billion-grade green circular economy industrial park in Ganquanbao Economic Development Zone, Urumqi. The first phase of the project covers an area of about 3550 mu, including industrial silicon, polysilicon, silicon slices, photovoltaic cells, photovoltaic modules, photovoltaic power generation and other projects. On February 14, 2022, Hesheng Silicon Industry issued an announcement to expand the downstream polysilicon market of industrial silicon. Xinjiang Central Hesheng Silicon Industry Co., Ltd. plans to invest 17.5 billion yuan in the construction of "Xinjiang Central Hesheng Silicon Industry Co., Ltd. Silicon-based New Material Industry Integration Project (Annual Output of 200000 Tons of Polysilicon High Purity Project)" in Ganquanbao Economic and Technological Development Zone (Industrial Zone), Urumqi, Xinjiang; Subsequently, in March, it signed the Framework Agreement on Silicon-based Industry Integration Project with the Shihezi Municipal Government of the Eighth Division of Xinjiang; in April, it disclosed the 3 million tons of photovoltaic rolled glass project (divided into two phases) again, and the first phase of the project was approved on February 7, 2023. If all the above projects are completed, Hesheng Silicon Industry will form an enterprise with the whole industry chain of silicon material-slice-component-photovoltaic glass-photovoltaic power station.
