The Ministry of Transport has issued the Guiding Opinions of the Ministry of Transport on Strengthening the Standardization of Transportation Safety Production (hereinafter referred to as "Opinions").
The Opinion calls for the full implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, guided by the spirit of the 20th National Congress of the Communist Party of China, the in-depth implementation of the important expositions of the General Secretary of Xi Jinping on production safety, the adherence to the supremacy of the people and life, the adherence to safety first and prevention first, and the overall development and safety, so as to prevent and curb production safety accidents. Based on the implementation of the responsibility system for safe production of the whole staff, we should promote the institutionalization, standardization, systematization and scientificalization of the work of safe production in enterprises, promote the transformation of the management mode of safe production in transportation to the prevention in advance, improve the ability and level of safe production management in the industry, and lay a solid foundation for the high-quality development of transportation. In order to thoroughly implement the requirements of the Production Safety Law of the People's Republic of China and the Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Reform and Development in the Field of Production Safety, To strengthen the standardization of transportation safety production and promote the high-quality development of the industry, the following suggestions are put forward.
1. Deeply understanding the importance of safety production standardization since
2011, the transportation industry has actively promoted the construction of safety production standardization in transportation enterprises, and improved the relevant systems and standards for safety production. It has played a positive role in consolidating the safety production foundation of the industry and improving the safety production level of the industry. Through the development of practice, the connotation of safety production standardization has been gradually improved and deepened, through the implementation of the main responsibility of enterprise safety production, the implementation of full participation in the whole process, the establ ishment and maintenance of safety production management system, the comprehensive control of safety production in all aspects of production and operation activities, and the promotion of safety production. To realize the systematization of safety production management, the standardization of post operation behavior, the intrinsic safety of equipment and facilities, and the fixation of working environment and equipment, and to continuously improve, effectively prevent risks, eliminate hidden dangers, and ensure safety production. The construction of
safety production standardization has become an inherent requirement and effective way for industry enterprises to fulfill their legal obligations, implement standards and management systems, ensure normal production and operation order, and establish a long-term mechanism for safety production. It is also an important measure and a powerful grasp for transportation management departments to continuously strengthen safety production supervision services, consolidate the basic foundation of safety production, and improve the level of safety production management in the industry.
2. General requirements
(1) Guiding ideology. Fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, guided by the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the important expositions of the General Secretary of Xi Jinping on safety in production, adhere to the supremacy of the people and life, adhere to the principle of safety first and prevention first, coordinate development and safety, take the prevention and containment of production safety accidents as the basis, and implement the safety of the whole staff. Promote the institutionalization, standardization, systematization and scientificalization of enterprise safety production work, promote the transformation of transportation safety production management mode to pre-prevention, improve the ability and level of industry safety production management, and lay a solid foundation for the high-quality development of transportation.
(2) Working principles.
Insist on giving priority to enterprises. Implement the main responsibility of enterprises according to law, take the construction of safety production standardization as the basis of safety production management, run through all aspects of the whole process of production and operation, and improve the all-round safety management level of enterprises.
Adhere to standard guidance. Promote the incorporation of safety production management requirements into standards and norms, combine the construction of safety production standardization with the implementation of standards and norms, and promote enterprises to ensure safety production through standardized management and standardized operation.
Insist on supervision according to law. Strengthen supervision and inspection according to law and regulations, strengthen guidance services, pay attention to publicity and guidance, promote enterprises to strengthen the standardization of production safety, and promote the transformation of transportation safety production management mode to pre-prevention.
Insist on co-governance. Give full play to the professionalism and enthusiasm of professional forces and social organizations to participate in the construction of safety production standardization, advocate mutual assistance among enterprises, promote the co-construction, co-governance and sharing of safety production, and enhance the ability and level of safety production management.
3. Implementing the statutory responsibilities of enterprises according to law and stimulating the initiative and enthusiasm
of the standardization construction of production safety in enterprises (3) Compacting the first responsibility of the principal responsible persons of enterprises. The principal responsible persons of transportation enterprises should strictly fulfill their legal responsibilities for safe production, enhance safety leadership, organize the formulation and implementation of enterprise safety production rules and regulations and operating rules, implement organizational safeguards such as human, material and financial resources, set an example, take the lead in demonstration, and create a good safety culture atmosphere. To organize the formulation and implementation of safety production education and training plans for employees, establish and implement the dual prevention mechanism of safety risk classification control and hidden danger investigation and management, strengthen the supervision and inspection of safety production in enterprises, and eliminate hidden dangers of production safety accidents in a timely manner. To study and solve the outstanding problems in the construction of safety production standardization in enterprises, professional organizations can be entrusted to provide technical consultation and management services for the construction of safety production standardization in enterprises according to actual needs.
(4) Implementing the responsibility system for safe production of all staff. Transportation enterprises should improve the responsibility system for safety production of all staff in accordance with the law and regulations, and clarify the responsibility, scope and assessment criteria for safety production from the principal responsible person to the front-line personnel. We should adhere to the principle of safety first and prevention first, and establish a safety production system of "responsibility at all levels, responsibility for everyone and responsibility for each other". Strengthen the inspection, supervision and assessment of post performance, improve the incentive and restraint mechanism, and ensure the implementation of the responsibility system for safe production of all staff. Highlight front-line teams and key posts, and strengthen skills training and safety education for front-line personnel. Pay attention to humanistic care and stimulate the sense of responsibility, identity and belonging of practitioners.
(5) Promoting the systematization of safety production management. Transportation enterprises should constantly improve their safety production management system from the aspects of rules and regulations, responsibility system, basic guarantee, education and training, dual prevention mechanism, emergency rescue and safety culture. Strengthen self-inspection of the implementation of safety production rules and regulations, regularly evaluate the applicability, effectiveness and implementation of the system as required, and timely revise and improve relevant rules and regulations. It is encouraged to learn from advanced safety production management concepts and experiences at home and abroad.
(6) Strengthen the standardization of post operation behavior. Transportation enterprises shall strictly implement relevant laws, regulations, rules and standards for production safety, and formulate operation rules for production safety for all posts, equipment and production links of enterprises. Strengthen the safety risk assessment of the first project, the first operation and the first operation of high-risk operations, and strengthen the prevention and control of potential risks. Supervise and urge employees to strictly implement safety production operation rules, timely correct and avoid habitual illegal operations, and promote safety production "operation standards, operation procedures, preventive measures, process records, results assessment, improvement guarantee". Encourage the development of post training, technical competition and other activities to improve the standardization level of safe operation.
(7) Guarantee the intrinsic safety of equipment and facilities. Transportation enterprises shall carry out the construction, acceptance, operation, maintenance, inspection, dismantling and scrapping of equipment and facilities in accordance with the law and regulations. Strengthen the standardized management of equipment and facilities, establish and improve the management account, and assign special personnel to be responsible for the management; strengthen regular maintenance and regular testing to ensure normal operation, and make records and signatures. Special safety management system should be established for high-risk equipment and special equipment to ensure that they are always in safe and reliable operation. We will give priority to the selection of advanced, applicable, safe and reliable technologies, processes, equipment and facilities, and promote mechanized replacement and automated reduction of personnel in dangerous operations.
(Eight) implement the localization of working environment equipment. Transportation enterprises shall scientifically plan and rationally distribute facilities and equipment, tools, materials, working areas and living areas in accordance with relevant requirements, create standardized and standardized production and living places, ensure safe and reliable production and living environment, scientific and efficient production and operation organization, and standardized and orderly storage and use of tools and articles. Encourage the implementation of advanced management methods, promote fine management, enable employees to develop good professional behavior habits, and cultivate a people-oriented enterprise safety culture. Equipped with necessary safety protection articles (tools) to protect the legitimate rights and interests of employees.
(9) To normalize the inspection of production safety. Safety production managers of transportation enterprises shall regularly inspect the safety production situation of enterprises in accordance with the requirements of laws, regulations and standards, give full play to the role of front-line workers in the investigation and management of potential safety hazards, and plug safety loopholes. Strengthen the inspection of the conformity between the construction of safety production standardization in enterprises and the requirements of standards and norms, and report and deal with them in accordance with the law and regulations, and the relevant information shall be recorded. The records and handling of the investigation and treatment of potential accident hazards shall be notified to the employees of the enterprise according to law and shall be subject to the supervision of the employees. Among them, the investigation and management of hidden dangers of major accidents should be reported to the local industry supervision departments and workers'congresses or workers' congresses in a timely manner according to law.
4. Strengthen industry supervision services and give full play to the role
of safety production standardization in promoting safety management level (10) Improve safety production standards.Transportation management departments should strengthen the formulation and revision of safety production standards, give full play to the role of industry standardization management committees, and build a standard system of transportation safety production standards with mandatory national standards as the main body and combined with industry, local, group and enterprise standards. Give full play to the role of accident investigation in strengthening and improving the work of safety in production, and timely formulate and revise relevant standards.
(11) Strengthen industry supervision and management. Transportation management departments should take the construction of standardization of production safety in enterprises as one of the contents of supervision and inspection of production safety, carry out supervision and inspection by means of "double randomness and one openness", bring prominent problems into key supervision, urge them to rectify and implement them, and investigate and punish the responsible persons of enterprises who fail to perform their duties in accordance with the law. Local transportation management departments can formulate local standards and guidelines based on actual research, and classify and guide enterprises to carry out the construction of safety production standardization. We will strengthen the standardized management of safety production in new forms, new modes and new industries of transportation, and comprehensively promote the development and safety of new forms of transportation.
(12) Strengthen industry guidance services. Transportation management departments shall promote the construction of enterprise safety production standardization in combination with the construction of safe transportation and safe construction sites for highway and waterway projects. If a shipping enterprise has established a management system for safe operation of ships and prevention and control of ship pollution according to law, it shall not repeat the construction of enterprise safety production standardization in principle. We will improve relevant policies, measures and incentive mechanisms, pay attention to typical guidance, and provide high-quality and efficient guidance and services for the standardization of production safety in enterprises in accordance with the law and regulations. Encourage the use of information technology to guide enterprises to carry out the standardization of production safety.
5. Promoting the co-governance
of social forces (13) Playing the role of social organizations. We should give full play to the advantages of trade associations that are familiar with the industry and close to enterprises, strengthen investigation and research, and reflect the demands of enterprise safety production standardization construction and industry situation. We should actively explore new ways, new methods and new contents to provide safety production standardization construction services for enterprises under the new situation, give full play to the advantages of talents, specialties and technologies, and provide more diverse and effective services. We should actively build a platform for exchanges and cooperation so that enterprises can learn from each other's experience in the construction of safety production standardization and share the fruits of development.
(Fourteen) encourage enterprises to help each other. Enterprises are encouraged to actively explore a new mode of safety production standardization construction in accordance with the idea of "mutual management, co-construction and co-governance, common improvement and win-win safety" by means of mutual assistance alliances, so as to realize the sharing, co-governance and complementarity of safety production management resources among enterprises. Give full play to the leading role of large-scale enterprises in demonstration, dare to innovate, try first, and accumulate experience in the construction of safety production standardization. Give full play to the management advantages of state-owned enterprises such as central enterprises, take the big with the small, support the weak with the strong, and jointly improve the quality of safety production standardization construction.
6. Strengthen organizational implementation
(15) Strengthen organizational leadership. Local transportation management departments should attach great importance to the construction of safety production standardization in transportation enterprises, further unify ideas, raise awareness, strengthen organizational leadership, timely solve outstanding problems in the construction of safety production standardization, actively explore and innovate, improve working measures, and strengthen supervision and management and guidance services.
(16) Strengthen publicity and guidance. Transportation management departments should actively publicize safety production laws and regulations, system norms and typical experience and practices in the construction of safety production standardization, and strengthen the positive guiding effect. We should publicize the illegal and irregular acts found in the construction of safety production standardization in accordance with the law and regulations, expose typical cases, and give full play to the role of warning education.
(17) Strengthen implementation. Transportation management departments should conscientiously implement the spirit of this opinion, strengthen overall coordination, formulate implementation plans in light of actual research, strengthen management and guidance services, and implement them well. Trade associations should strengthen the follow-up of the implementation effect of this opinion, timely reflect the relevant demands of the industry and enterprises, and carry out various activities conducive to the development of the industry.
