Several departments jointly issued the Measures for Power Demand Side Management (2023 Edition)!

On September 27, the State Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing, Urban and Rural Construction, the State-owned Assets Supervision and Administration Commission of the State Council and the State Energy Administration jointly issued the Notice of the Measures for Power Demand Side Management (2023 Edition).

Among them, the main contents related to the cement industry are as follows:

1. The term "power demand side management" as mentioned in these Measures refers to strengthening the management of power consumption in the whole society, comprehensively adopting reasonable and feasible technical, economic and management measures, and optimizing the allocation of power resources. Power saving, demand response, green power consumption, electric energy substitution, intelligent power consumption and orderly power consumption are implemented in the power consumption sector to promote the safe carbon reduction, efficiency improvement and consumption reduction of the power system.

2. Power demand side management should implement the basic national policy of saving resources and protecting the environment, adhere to the overall development and security, and keep the bottom line of energy and power security.

3. Focus on key industries and areas to implement policies and promote classification. Strengthen the connection between power demand side management and carbon peak action plan in key areas such as industry, construction, transportation and agriculture, and comprehensively improve the product efficiency of key energy-using process equipment and the comprehensive energy efficiency of the whole chain.

4. Encourage leading enterprises, large state-owned enterprises and multinational corporations to consume green electricity, play a leading role in demonstration, and gradually increase the proportion of green electricity consumption in areas with more export-oriented enterprises and stronger economic affordability. To strengthen the rigid constraints on the use of green electricity by enterprises with high energy consumption and high emissions, local governments can formulate the minimum proportion of green electricity in the electricity consumption of enterprises with high energy consumption and high emissions according to the actual situation. Improve the consumption level of green electricity in new infrastructure and promote the consumption of green electricity nearby.
