In order to further promote the special law enforcement action of river and lake safety protection, on September 25, Yichang Water Conservancy and Lake Bureau organized a joint meeting of the special law enforcement action of river and lake safety protection in the whole city.

In view of the existing problems and weak links, Jin Peng calls for further efforts and additional measures to make up for the shortcomings of the work.
First, we should further improve our ideological understanding. We should recognize the importance and urgency of special law enforcement actions from the perspective of ensuring national water security, promoting comprehensive river basin management and safeguarding the safety of people's lives and property, further enhance the awareness of river and lake safety protection, and firmly adhere to the bottom line of water security.
Second, departmental collaboration should be further strengthened. Local water conservancy departments should make good use of, make good use of and make good use of the cooperation mechanism to promote the solution of difficult and blocking problems in water administrative law enforcement. We should take the initiative to consult the judicial organs to strengthen the legal guidance of major difficult and complex water violations, actively support the procuratorial organs to put forward procuratorial suggestions on relevant issues according to law, jointly with the public security organs to strengthen the law enforcement of illegal sand mining in rivers, and actively dock with the judicial administrative organs to strengthen the guidance of administrative law enforcement, standardize law enforcement and improve the quality of handling cases.
Third, the problem investigation should be further deepened. The problem investigation should be carried out throughout the whole process of the operation, and another pull-net investigation should be carried out on rivers, lakes and water conservancy projects within the jurisdiction to collect clues to the problem in an all-round way. We should coordinate the inspection of river and lake chiefs, the review of river and lake maps, and the supervision and inspection of soil and water conservation, and use special law enforcement actions to solve outstanding problems in their respective business areas.
Fourth, the investigation and handling of cases should be further strengthened. Strictly crack down on illegal activities involving rivers and lakes with a "zero tolerance" attitude. For the problem clues that have been included in the law enforcement account, we should strictly enforce the law and handle cases, so that the facts are clear, the evidence is conclusive, the qualitative analysis is accurate, the procedure is legitimate, and the punishment is appropriate. Through the investigation and handling of cases, the comprehensive effect of "investigating and dealing with one case, warning one piece and standardizing one party" should be formed. Jin Peng stressed the need to strengthen dispatch, strict supervision, and promote special actions to improve quality and efficiency. Establish a monthly notification mechanism to rank and report the clues of problems, law enforcement and case handling in various places. Special law enforcement actions will be included in the key content of the target assessment of the river and lake length system in 2023. If the work is not effective enough to cause adverse effects and serious consequences, the discipline inspection and supervision department shall be submitted to serious accountability in accordance with the procedures.
