In order to promote the high-quality development of the cement industry and promote the continuous improvement of air quality, the Dalian Municipal Bureau of Ecology and Environment, the Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology, the Munic ipal Transportation Bureau and the Municipal Finance Bureau of Liaoning Province recently jointly issued the Implementation Plan for the Ultra-low Emission Reform of the Cement Industry in Dalian (hereinafter referred to as the "Plan"). It is clear that by 2025, the cement enterprises in the city will meet the ultra-low emission requirements, the cement ( clinker ) manufacturing enterprises will strive to reach the energy efficiency benchmark level, the overall energy efficiency level of the industry will be significantly improved, the carbon emission intensity will be significantly reduced, and the green low-carbon development capacity will be significantly enhanced.
Dalian now has 7 cement clinker manufacturing enterprises (including 1 enterprise that has stopped production) and 9 clinker production lines (including 1 production line that has stopped production), which are mainly distributed in Jinpu New District, Wafangdian City, Changxing Island Economic Zone, Pulandian District and Zhuanghe City, with a total designed clinker production capacity of 29000 tons per day. According to preliminary accounting, the total emission of particulate matter, sulfur dioxide and nitrogen oxides from six cement clinker enterprises in Dalian is about 350 tons per year, 406 tons per year and 5576 tons per year, respectively.
According to the requirements of the Plan, Dalian will promote the ultra-low emission transformation of cement enterprises in the whole city step by step from this year. The hourly average emission concentration of particulate matter, sulfur dioxide and nitrogen oxides shall not be higher than 10, 35 and 50 mg/m3 respectively; the hourly average emission concentration of ammonia for denitration and desulfurization by ammonia method shall not be higher than 8 mg/m3, striving to reach 5 mg/m3, and the consumption of ammonia water for denitration shall be less than 4 kg/ton of clinker (based on the conversion of 20% ammonia concentration). The cement clinker production capacity of the whole city will strive to reach the benchmark level of energy efficiency (100kgce/t). It can not only effectively reduce pollutant emissions, improve regional environmental quality, but also greatly reduce the emission of nitrogen oxides, and expand more space for the city's high-quality development.
At present, the capacity utilization rate of the cement industry in Dalian is less than 50%, the enterprises suffer serious losses, and the capital pressure is great; there is a lack of supporting policies such as differential electricity price and off-peak production. In order to steadily promote the transformation of ultra-low emission, Dalian will organize enterprises to choose reasonable technical routes, comprehensively use the methods of source reduction, process control and end treatment, and take the synergy of pollution reduction and carbon reduction as the working characteristics of promoting the transformation of ultra-low emission in cement enterprises, so as to realize energy saving, carbon reduction and pollution reduction in an integrated way; Cooperate with the National Development and Reform Commission, the Ministry of Industry and Information Technology and other departments to strive for the support of provincial departments in terms of differential electricity price and off-peak production, implement differentiated measures such as environmental tax reduction and exemption and positive list, and strive for financial support; according to the unified deployment of provinces and cities, cooperate with the Municipal Building Materials Industry Association to help enterprises "transport cement to the south", open up markets, and promote the high-quality development of cement enterprises in the city.
At present, the downward trend of cement demand is prominent, energy prices remain high, costs remain high for a long time, and profit compression has become the norm. Improving energy efficiency and reducing cost pressure have become the key breakthrough points for cement enterprises to enhance their comprehensive strength and market competitiveness.
