of the accident project The accident project is a general contracting project for the construction of CITIC Financial Center, covering an area of 31463. 77 ㎡, with a total building area of 381000 ㎡, of which the above-ground building area is 261000 ㎡; There are two towers, of which T1 is a super high-rise office building with 62-storey, 300.00 m high, sparse column frame + core tube structure + ring truss, and T2 is a 37-storey, 170.25 m high, frame + core tube super high-rise hotel/commercial apartment; The 5-storey underground building is about 23.4m high, and the 4-storey podium building is about 26.

In August 2021, CITIC Construction Company and Yufa Construction Company signed the Labor Subcontract for the Main Structure of CITIC Financial Center Project Section 2.

Tao Moulin saw Chen's face purple, cold hands and feet, no breathing and pulse, and blood coagulation in the nasal cavity, indicating that Chen had no vital signs. At about 4
P. m., Youmou Yan privately contacted Zhang Moubing, the administrator of the morgue of Shenzhen Hospital of the University of Hong Kong, and arranged Kang Mou to transport Chen Mou to the morgue flatcar for temporary release. 50

receiving the report, Nanshan Public Security Bureau, District Housing and Construction Bureau, District Emergency Management Bureau, Shahe Street Office and other relevant units rushed to the scene for disposal. After the accident, the information reporting channels are smooth, the information flow is timely, the emergency response is rapid, and the emergency disposal is appropriate. After investigation and forensic examination
by Nanshan Public Security Bureau, Chen died of traumatic and hemorrhagic shock caused by thoracic organ injury, and the characteristics of the injury were consistent with those caused by huge blunt external force, excluding homicide.

After the accident, Gao Mousheng, the person in charge of site safety of CITIC Construction Company, and You Mouyan, the manager of site construction coordination, did not report to the company's superiors, did not dial 110 and 120, and did not report to the relevant government departments. After reporting the accident to Youmou Yan, Kang Mou, the person in charge of project labor services, did not dial 110 and 120, and privately transported Chen Mou to the morgue of Shenzhen Hospital of the University of Hong Kong according to Youmou Yan's instructions.
4. Casualties and direct economic losses
caused by the accident resulted in one death. The deceased, Chen Mou, male, 59 years old, from Chongqing, was a laborer of CITIC Construction Company. The direct economic loss caused by the accident is about 2.4 million yuan.
5. The cause and nature

According to the investigation and analysis, combined with the technical appraisal report issued by experts, the direct cause of the accident was that Chen had a weak sense of safety and did not take safety protection measures such as wearing seat belts. When climbing the unstable mobile operating platform, he was overwhelmed by the unstable and reversed mobile operating platform and could not break free. He died of serious injury due to missed rescue opportunity.

7. Suggestions on
accident prevention and rectification measures (1) CITIC Construction Company shall further implement the main responsibility of safety production in strict accordance with the requirements of relevant laws and regulations on safety production. In accordance with the principle of "four not letting go", we should earnestly draw lessons from the accident, strengthen the safety management of the construction site, strengthen the investigation of potential safety hazards on the construction site, and strengthen the safety production education and training of construction personnel and safety technical disclosure; It is necessary to improve and perfect the responsibility system for production safety and the rules and regulations for production safety, comprehensively sort out the safety operation rules in light of the actual work, implement reliable construction safety assurance measures, and improve the level of production safety.

(4) The District Housing and Construction Bureau shall, in strict accordance with the requirements of relevant laws and regulations on safe production, further strengthen the supervision of district management projects, take targeted supervision measures, urge enterprises in the construction industry to establish and improve the endogenous mechanism of self-restraint and continuous improvement, and effectively implement the main responsibility.
