With the construction and gradual commissioning of large base projects, the construction of power transmission channels has become more and more urgent.
Recently, the Ningxia-Hunan ± 800 kV UHVDC transmission project has been approved by the National Development and Reform Commission, indicating that the "Ningdian into Hunan" project is about to enter the construction cycle.
This project is the first project in China to develop desert
With the construction of Fengguang Base Project, the UHV transmission channel will become an important absorption channel, and the channel planning will continue to increase. According to the latest planning of the State Grid, this year's UHVDC start-up scale will create the highest annual value in history.
that the total scale of the project supporting base is up to 17 million kilowatts." Including 4 million kilowatts of coal power, 6 million kilowatts of Zhongwei desert photovoltaic, 3 million kilowatts of Hongsibao Gobi photovoltaic and 4 million kilowatts of Zhongwei Haiyuan wind power.
As a major project to promote the energy transformation and economic development of the autonomous region, the project has achieved overtaking in bends with the rapid progress of all parties since its inception in 2020, and has become the project with the fastest preliminary work and the B est start-up conditions in the national cross-regional "three cross-nine direct" transmission project.
It is understood that the project is expected to start construction in June and be completed and put into operation by 2025. The static investment of the project is more than 27 billion yuan, which is mainly used to transmit the power of desert, Gobi and desert new energy bases. The proportion of new energy transmission is more than 50%, and the annual utilization rate of the channel is more than 5000 hours. After the "Ningdian into Hunan" project is put into operation
in 2025, it will greatly promote the development of new energy upstream and downstream industries in Ningxia. Ningxia's "internal supply" and "outgoing" electricity will reach "two 100 billion", that is, 100 billion kilowatt-hours of electricity sold in the region and 100 billion kilowatt-hours of electricity sent out; The development of renewable energy has achieved "two 50%", that is, 50% of the installed capacity and 50% of the electricity consumption of the whole society. The advantages of new energy resources have been further developed and play a greater role in the optimal allocation of energy resources in the country.
At the same time, the project of "Ningdian into Hunan" will also greatly solve the problem of power shortage in Hunan. After the project is completed and put into operation, it is expected to provide a stable supply capacity of 8 million kilowatts for Hunan, with an annual transmission capacity of 36-40 billion kilowatt-hours. Data show that in 2022, Hunan's total electricity consumption will be 223.6 billion kilowatt-hours, and "Ningdian into Hunan" can increase Hunan's power supply by about one sixth.
Undoubtedly, as a cross-regional key project, the "Ningdian into Hunan" project will also drive related investment and play a role in stabilizing the economy. Some research institutes predict that the investment scale of "Ningdian into Hunan" related projects may be about 100 billion yuan, including outgoing channels, new energy projects, coal power projects, energy storage projects and so on.
With the construction and commissioning of large base projects, the construction speed of UHV projects is also accelerating. In January
last year, the State Energy Administration first proposed that during the 14th Five-Year Plan period, 12 UHV channels of "three cross-nine direct" will be planned and constructed to deliver clean energy from the west to the eastern load center in the Letter on Entrusting the Research and Demonstration of Supporting Water, Wind and Solar Energy and Regulating Power Supply for Transmission Channels in the 14th Five-Year Plan.
According to the plan, by 2030, China will build a wind and solar base with a total installed capacity of 455GW. It will take 6-8 years for a trans-provincial UHV to be built from planning, that is to say, it will take 10 years for a 455GW base to be built.
In the first half of this year, Jinshang-Hubei and Longdong-Shandong have started construction, and Ningxia-Hunan line is the third UHVDC transmission project started this year. The progress
of transmission channels in the
14th Five-Year Plan is based on pre-feasibility study (1-1.5 years), feasibility study (6 months), approval (3-6 months), bidding (1-3 months), construction and operation (1.
It is the key delivery channel of the scenic base. In the context of carbon neutrality, as long as we continue to build large scenery bases, the demand for DC will not stop, after all, there are many Gobi deserts in Northwest China and water scenery bases in Southwest China to be developed.
In 2023, the construction of large-scale scenic bases focusing on desert, Gobi and desert areas is accelerating. With the acceleration of large-scale wind and solar base construction, the problems of new energy grid-connected consumption and cross-regional power transmission need to be further solved, and UHV is expected to usher in the peak of investment and construction.
Dexun Securities report shows that, generally speaking, the construction period of UHV lines from approval to operation is about 18-24 months, and the construction of DC supporting AC is often shorter because of the smaller amount of work. If it needs to be completed and put into operation during the 14th Five-Year Plan period, the relevant UHVDC projects will be approved in the first half of 2024 at the latest.
In 2023, it was the peak of the fourth round of UHV construction. According to the latest planning of the State Grid, in 2023, it is expected to approve "5 DC and 2 AC" and start construction of "6 DC and 2 AC", and the scale of UHVDC construction in 2023 will be the highest in history.
