Recently, the leading group of sand and gravel management in Deyang City and the state-owned sand and gravel enterprises in the city and county, in view of the problems found by the Municipal Audit Bureau in the implementation of the relevant policies of sand and gravel management in the city and in the audit of profits and losses, have fed back the rectification situation to the audit institutions. The rectification situation shows that by the end of April, the four categories and 10 aspects of the problems found by the audit have all been completed. The problems and shortcomings in the management of "six unification" have been effectively filled, and the management of sand and gravel resources in the whole city has been further strengthened. 2021, the Audit Bureau of Deyang City carried out the audit of the implementation of the "Six Unification" policy of sand and gravel management and the situation of profit and loss, which revealed that the relevant units had not established and improved the sand and gravel management system, the irregular takeover of underground sand and gravel, and the irregular operation of county-level state-owned sand and gravel enterprises. Suggestions were put forward to strengthen the joint law enforcement and disposal of illegal sand and gravel mining, clarify the formulation of sand and gravel system and decision-making approval authority, and improve the internal management of sand and gravel enterprises. The main leaders of Deyang Municipal Committee and Municipal Government gave instructions to strengthen the regulation of illegal sand and gravel mining in the whole city and promote the unified management of sand and gravel.
According to the instructions of the municipal leaders, from September 2021 to April 2023, the leading group of sand and gravel in Deyang held four special meetings on the rectification of the audit problems of sand and gravel management in the whole city, and the leading group of sand and gravel in Deyang formulated the implementation plan of the rectification of the audit feedback problems of the "six unification" of sand and gravel management in Deyang City, in accordance with the "municipal leadership and local responsibility". The principle of "unified deployment, city-county linkage, vigorous promotion and ensuring effectiveness" has been carried out step by step, and 26 responsible departments and enterprises have been implemented throughout the city, requiring the governments of all districts (cities and counties) to supervise the standardized operation and management of local state-owned sand and gravel enterprises. In terms of cleaning up and rectifying the order of the sand and gravel market, the relevant departments handled 528 cases involving sand, punished 779 subjects (families) involved, and the total amount involved exceeded 18 million yuan; the sand and gravel resources within the jurisdiction were inspected, 184 cases of illegal mining were found, and 10 responsible persons were fined 528,000 yuan. In 2022 alone, the city cracked down on illegal mining crimes, cracked 22 cases of illegal mining, and transferred 46 people to prosecution. In terms of improving the management system of sand and gravel, 68 management systems of sand and gravel have been established and improved, and the specific work processes of sand and gravel raw material supply, takeover and disposal, sales and settlement, inspection and inspection have been further clarified, so as to continuously improve the standardized management level of sand and gravel and promote the safe and standardized operation of state-owned sand and gravel enterprises. In terms of strengthening the control of the source of corruption in the field of sand and gravel, four clues were transferred to the Deyang Discipline Commission. The Deyang Discipline Commission has carried out special rectification work on corruption in the field of sand and gravel in the whole city, and has now filed 53 cases for investigation, effectively helping to eliminate the corrupt soil in the field of sand and gravel, purify the sand and gravel market, and promote the healthy and orderly development of the sand and gravel industry.
