Recently, the reporter learned that on May 29, the Ordos Energy Bureau released the progress of its new energy base. A total of 32.8 million kilowatts of large-scale wind power and photovoltaic base projects have been approved in the first and second batches and "Shagehuang"
in Ordos City. Among them, the first batch of bases is 2.8 million kilowatts (800000 kilowatts have been built and connected to the grid), the second batch of bases is 8 million kilowatts, and the "Shago Wilderness" base is 24 million kilowatts.
1. Base progress
(1) Construction of the first batch of base projects. Ordos has been listed in the first batch of large-scale wind power and photovoltaic base projects in the country, with a total installed capacity of 2.8 million kilowatts. Up to now, the 800MW new energy project in Ordos involving the DC transmission from Mengxi to Zhaoyi has been completed and connected to the grid; the 2 million kW photovoltaic sand control project in Kubuqi was resumed at the end of January this year, and it is planned to be completed and connected to the grid by the end of October this year.
(2) Construction of the second batch of base projects. Ordos City has been listed in the second batch of large-scale wind power and photovoltaic base projects, with a total installed capacity of 8 million kilowatts. First, Kubuqi Desert Base Ordos New Energy Project (Zhunqi), with a total installed capacity of 4 million kilowatts, has obtained project approval (filing) approval, and is preparing for the start of construction. The 2.8 million kilowatt photovoltaic project is scheduled to start construction on June 15 and will be completed within the year; The 1.2 million kilowatt wind power project is scheduled to start construction on August 30 and will be partially completed within the year. The second is the new energy project in the coal mining subsidence area of Ordos in West Inner Mongolia (Eqian Banner). The total installed capacity of the project is 4 million kilowatts, and the project has been put on record. The 1 million kilowatt project led by Mengneng has started construction. The 3 million kilowatt project led by the State Energy Group is planned to start construction on June 15 and strive to be completed by the end of the year.
(3) Construction of large-scale wind power photovoltaic base in "Shagehuang". The first is the new energy base project in the north-central region (Ordos-Beijing, Tianjin and Hebei), with a scale of 12 million kilowatts, led by the Three Gorges Group. The 1 million kilowatt photovoltaic pilot project started construction in May 2023 and is scheduled to be connected to the grid by the end of the year. Second, the Southern New Energy Base Project (Ordos-Central and Eastern China), with a scale of 12 million kilowatts, is led by Huaneng Company. The joint venture has been registered and established, and is currently in the process of pre-construction preparations.
2. Existing problems
(1) Construction of supporting delivery projects. The "three-in-one" plan of Three Gorges Mengneng Energy Company has not been approved by the National Energy Administration; the "three-in-one" plan of Huaneng Kubuqi Company has not been reported to the National Energy Administration, the involved power transmission channels and coal-fired power projects have not been included in the national "14th Five-Year" power development plan, and the main projects do not match the construction schedule of supporting transmission projects.
(2) Construction of new energy projects in large bases. For the approved large base projects, except for the first batch of Kubuqi 2 million kilowatt photovoltaic sand control projects with complete formalities, other project formalities have not been completed, and the project has not started construction within the original time limit, which affects the completion of the project on schedule.
3. Next key tasks
(1) Accelerating coordination and docking. Keep a close eye on the key links of large base projects, such as formalities, construction, completion and grid connection, check and sort out the planning nodes one by one, find out where the problems are, where the "middle obstruction" is encountered, first-line cracking and first-line supervision; We should implement "one enterprise, one policy" for large base projects, and arrange special personnel to squat on the spot to help enterprises solve the difficulties and problems in the process of project construction. At the same time, coordinate the State Grid Corporation to speed up the approval of the access system scheme, coordinate the requisition and demolition of power grid projects, land formalities and other work, and start construction within the year.
(Two) speed up the formalities. It is necessary to speed up the handling of procedures for large base projects, which can be tolerated and simplified. At the same time, special personnel shall be assigned to handle all the procedures for components to be reported to the departments and bureaus of the autonomous region until the approval is completed; for the procedures involving the approval of the ministries and commissions of the state, the special personnel shall visit and coordinate with the departments and bureaus of the autonomous region to strive for the completion of all the procedures as soon as possible, so as to promote the early commencement, early completion and early connection of the large base project.
(3) Compacting the main responsibility. Further consolidate the main responsibility of the leading construction unit of the base project, speed up the implementation of the Pre-project formalities, project construction and other work, and promote the project construction according to the time node.
