The meeting emphasized that we should fully implement the spirit of the 20th National Congress of the CPC, conscientiously implement the decision-making and deployment of the CPC Central Committee and the State Council, vigorously implement energy-saving, carbon-reducing and efficiency-increasing actions, and earnestly do a good job in energy-saving work in the second half of the 14th Five-Year Plan.
First, we must keep a close eye on the "14th Five-Year Plan" energy-saving objectives and tasks. Facing up to the problem that the progress of energy conservation targets in some areas is not as expected, we should conscientiously carry out the mid-term evaluation of energy conservation work in the 14th Five-Year Plan, sort out the progress of energy conservation work one by one in different localities and industries, find out the problems, find out the causes, and take targeted and effective measures.
Second, we should promote energy conservation and carbon reduction in key areas. We will carry out energy efficiency benchmarking, tap energy-saving potential, promote energy-saving and carbon-reducing transformation in coal-fired power, iron and steel, non-ferrous metals, petrochemical, chemical, building materials and other industries, and upgrade boilers, motors, transformers, refrigeration, lighting, household appliances and other equipment. We should implement the energy conservation review measures, strictly control the energy efficiency of new projects, and resolutely curb the blind development of "two high and one low" projects. We will vigorously promote energy-saving renovation of buildings and heating metering. We will strictly enforce energy conservation and consumption reduction in large-scale public construction and transportation infrastructure, and reduce energy waste in public institutions.
Third, we should improve the level of energy conservation management. We will strengthen energy-saving management of key energy-using units, implement energy-saving supervision and diagnosis, and conduct a general survey of energy efficiency of key enterprises and equipment. Organize major energy conservation and carbon reduction projects and increase support. We will strengthen the updating, upgrading and application of energy-saving standards, and accelerate the development and promotion of advanced technologies for energy conservation and carbon reduction.
Fourth, we should strengthen the guarantee of energy use for high-quality development. We will implement the policy of excluding raw material energy consumption and renewable energy consumption from total energy consumption and intensity control, and focus on controlling fossil energy consumption. Coordinating regional energy supply and demand and exploring energy budget management. We will resolutely put an end to "power cuts" in the name of energy conservation and "double carbon".
